We will discuss the current state of the art, its deficiencies, and needs for further work. The rationale for the new US Military Standard and Handbook on flying qualities is briefly discussed. With advanced vehicles, the scope of flying qualities is expanding, opening new areas to investigate and creating new problems. With relaxed static stability now commonly used, control margin is a prime safety consideration: control must be available for stabilization, maneuvering and recovery from any possible attitude, as well as the trim. Flying qualities aspects of agility include the need for nonlinear flying qualities metrics, and control systems that provide both rapid maneuvering and good damping for tight tracking. For all-aspect engagement, the pilot needs to be thoroughly integrated with displays, automatic flight control modes and other systems. For dynamic longitudinal flying qualities, MIL-STD-1797 presents the Control Anticipating Parameter (CAP) of an equivalent classical system as a primary criterion, but gives several alternatives in recognition of problems, and research continues. It was felt that mission-oriented requirements on new systems would expand the applicability of the standard to all tasks performed in an operational environment. This allows replacement of Flight Phases and reference to aircraft weight with a series of Mission- Task-Elements. Demonstration maneuvers are included to be an independent assessment of handling qualities. Additionally, much of the work done in the definition of flying quality criteria in the twelve years since the MIL-STD was originally proposed has been incorporated. These modifications deal generally with task amplitude, system response type, and control feel system characteristics. Two other important changes are the guidance provided on use of alternative requirements and the linking of flying qualities Levels and the Cooper-Harper Handling Qualities Rating Scale. The results of this effort are expected to be a cornerstone in the process to create MIL-STD-1797B and will be subject to critical review by the aerospace industry as well as a Tri-Service Review Team.

Book excerpt: A new longitudinal flying qualities metric, called Loop Separation Parameter (LSP), is intended to correlate with pilot opinion ratings for the landing task. This parameter is based on the observed shift of pilot control emphasis from pitch attitude control during power approach to flight path control during flare to touchdown. The calculation of LSP combines simple, intuitive pilot models with classical root locus and frequency response techniques. In this research, a new criterion based on LSP to predict expected pilot ratings is presented. Although developed from data for fighter-type aircraft, the LSP criterion successfully predicts pilot ratings for large transport and space shuttle configurations as well. This criterion is developed only for aircraft using front-side of the power curve landing techniques. The prediction success of this criterion compares well with the success of MIL-F-8785C Flying Qualities criteria. Recommendations include the consideration of LSP for the Flying Qualities Handbook.

However, there have been a lack of databases and criteria for active control transport aircraft. During the 1990's Boeing undertook a series of in-flight simulation experiments to generate a comprehensive longitudinal axis database for transport aircraft in the landing approach task. This database has subsequently been applied to the more established longitudinal flying qualities criteria flat were developed for fighter aircraft. This paper summarizes the results of these analyses and apprises the performance of the various criteria for application to active control transport aircraft.
