Book excerpt: A guide has been developed to present a servicewide standard set of factors to be considered when commenting on facility site evaluations for proposed marine terminals handling Cargoes of Particular Hazard (COPH) and Class A Explosives. Coast Guard involvement in facility siting is one indirect control via operational safety regulations and enforcement by advising all concerned parties of operation constraints and safty criteria to be applied. The Coast Guard also has the responsibility to review and comment on environmental impact statements for proposed facility sites and their involvement. The requirements for locating marine terminals handling COPH should satisfy factors designed to minimize the risk of accidents in the navigable waterway approach and at the berth and facility site and to minimize detrimental effects to the environment as well as considering the economic and public impact of vessel operation in port areas. The guide discusses the authority and responsibility of the Coast Guard and other federal organizations and presents factors to be considered to enable a consistent judgement and evaluation of proposed facility sites by Coast Guard personnel. A user interface was designed and evaluated to improve operational efficiency at a marine terminal. The main contribution of this project was a case study of Component Utility Percent Analysis (CUPA), a generalization of Neilsen and Tahir's homepage real estate analysis, for which the author developed a more general vocabulary that applies not just to web pages but to applications, and which the author used in the context of a marine terminal application. User testing confirmed the usefulness of CUPA as a method to improve software interface design. Expanding on the use of CUPA would benefit usability and design.

The data on cargo movement were derived from the Nigerian Port Authority Annual Reports. The study relied on descriptive statistics, trend analysis, regression analysis of ordinary least square estimate and port performance indicators such as awaiting berth, at-berth, berth occupancy and throughput in explaining the trend of port performance for the periods under review. The trend analysis employed to explain the trend of cargo movements in all the ports in Nigeria was the Quarterly Moving Averages. It was revealed that the trend of cargo throughput in Nigeria is determined by the inward cargo movement. The analysis also revealed a fluctuation in cargo movement from 1961 to 2005 while the cargo throughput continues to increase unabated from 2006 to 2017. The concession of the port must have been responsible for this upward movement in cargo trend. There was a remarkable increase in inward and outward cargo movement during the post concession era in comparison to the pre-concession era. Conclusively the performance evaluation has revealed that there is no significant relationship between awaiting berth (as a performance indicator in Nigerian ports) and the real gross domestic products in Nigeria; there is no significant relationship between the at-berth (as a performance indicator in Nigerian ports) and the real gross domestic products in Nigeria, there is no significant relationship between the effect of berth occupancy (as a performance indicator in Nigerian ports) and the real gross domestic products in Nigeria and there is no significant relationship between the throughput (as a performance indicator in Nigerian ports) and the real gross domestic products in Nigeria from 2000 to 2017. This paper recommends that government encourages public ownership and private sector operations of the port infrastructure in Nigeria so that the ports can perform optimally.
