Book Evaluation of Highway Safety Improvement Projects and Countermeasures

Download or read book Evaluation of Highway Safety Improvement Projects and Countermeasures written by Ioannis Tsapakis and published by . This book was released on 2019 with total page 225 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Highway Safety Improvement Program (HSIP) is a core Federal-aid, state-administered program in which each state is required to develop and establish planning, implementation, and evaluation processes. The goal of evaluation activities is to determine if highway safety improvements are achieving the desired results and the investments are worthwhile. The goal of this study is to advance HSIP evaluation processes and practices at the Texas Department of Transportation (TxDOT) and evaluate the safety and cost effectiveness of HSIP projects and countermeasures or work codes (WCs) that have been implemented in Texas over the last few years. This research involved: a) reviewing safety and cost effectiveness evaluation methods, state practices, and tools; b) gathering and compiling TxDOT data and assessing their appropriateness for supporting HSIP evaluations; c) developing safety and cost effectiveness evaluation tools for segments and intersections; and d) evaluating the effectiveness of implemented HSIP projects and countermeasures in Texas. The results show that the evaluated projects have been effective from both a safety and cost perspective in reducing target fatal, suspected serious injury, and non-incapacitating injury (KAB) crashes. The safety effectiveness index of 387 evaluated segment projects (treated as one group) was 0.84, and the corresponding index of 70 intersection projects (treated as one group) was 0.74, indicating an overall reduction in target KAB crashes after the projects were constructed. The benefit/cost ratio of all segment projects was 71.9 and that of all intersection projects (treated as one group) was 145.6.

Book Highway Safety Improvement Program HSIP Evaluation Guide

Download or read book Highway Safety Improvement Program HSIP Evaluation Guide written by Frank Gross and published by . This book was released on 2017 with total page 123 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Highway Safety Improvement Program (HSIP) comprises three components: planning, implementation, and evaluation. This guide focuses on the evaluation component, which provides a critical feedback loop to update processes and inform future decisions. The target audience includes safety program managers, project managers, data analysts, and researchers involved with project, countermeasure, or program evaluations, in particular HSIP evaluations. The purpose of the HSIP Evaluation Guide is to provide direction and resources to agencies that want to begin or enhance HSIP evaluation efforts. Readers will be prepared to track critical project details in support of HSIP evaluation, perform three different levels of evaluation (i.e., project, countermeasure, and program level), and use the results of HSIP evaluations to improve decisions and processes. Readers will also understand the methods, data requirements, and considerations associated with the different levels of evaluation. Examples from various States highlight noteworthy practices and the benefits of evaluation. Employing more consistent and reliable evaluation methods will support safety decision making, positively affect processes intended to reduce crashes, optimize return on investment of safety funding, and increase the effectiveness of projects and programs.

Book Innovative Tools and Techniques in Identifying Highway Safety Improvement Projects

Download or read book Innovative Tools and Techniques in Identifying Highway Safety Improvement Projects written by Ioannis Tsapakis and published by . This book was released on 2017 with total page 173 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Highway Safety Improvement Program (HSIP) aims to achieve a reduction in the number and severity of fatalities and serious injury crashes on all public roads by implementing highway safety improvement projects. Although the structure and main components of the Texas Department of Transportation’s (TxDOT’s) HSIP comply with relevant requirements, a review of modern safety assessment methods and tools revealed that there are several areas for improvement. As national safety assessment methods have evolved, legislation mandates that the use of safety performance methods be elevated. This research addresses how TxDOT can allocate funds in the most cost-effective manner; create a level playing field for all districts participating in the HSIP; promote district participation in the program; and minimize the amount of time and resources required to identify HSIP projects. To address these objectives, this study focused on improving and streamlining four (of six) components of the framework: a) network screening; b) diagnosis; c) countermeasure selection; and d) project prioritization. The researchers developed and applied a network screening process for roadway segments; conducted a pilot study for intersection network screening; developed and implemented a Crash Analysis and Visualization process that creates various informational products that display crash data and locations where certain types of safety countermeasures can be implemented; and developed a project prioritization spreadsheet . Among various improvements, the main benefits gained from using these tools include an increase in the number of HSIP projects identified by TxDOT district by up to 57 percent and a reduction in the time and effort required to select projects by 20-50 percent.
