Community management has long been the declared model for rural water supply and is recognised to be critical for its implementation and success. Based on 20 detailed successful case studies from across India, this book outlines future rural water supply approaches for all lower-income countries as they start to follow India on the economic growth (and subsequent service levels) transition. The case studies cover state-level wealth varying from US$2,600 to US$10,000 GDP per person and a mix of gravity flow, single village and multi-village groundwater and surface water schemes. The research reported covers 17 states and surveys of 2,400 households. Together, they provide a spread of cases directly relevant to policy-makers in lower-income economies planning to upgrade the quality and sustainability of rural water supply to meet the Sustainable Development Goals, particularly in the context of economic growth.

The Government of India has been focusing on safe drinking water since 1972-73 when it introduced the Accelerated Rural Water Supply Program (ARWSP) to assist States and Union Territories to accelerate the coverage of drinking water in the country. Despite increased outlays since then, access to safe drinking water in India remains a challenge. Apart from access, water quality and sustainability of resources (water points and infrastructure developed) are issues of major concern. The National Rural Drinking Water Program (NRDWP), which is supplementing the efforts of the State Governments by providing technical and financial assistance, is looking at rural drinking water from a holistic viewpoint. The Ministry has shifted its focus from hand pumps to piped water supply systems with the aim of providing monitored clean water and is focusing on those States which have low levels of piped water supply. The Water and Sanitation Program has compiled an excellent collection of success stories and best practices from the States of Kerala, Karnataka, Maharashtra, Gujarat, Jharkhand, Punjab and Uttarakhand which address these key constraints. Some of these success stories, such as the Asoga village intervention in Karnataka which showcases a unique demand driven approach to facilitate participatory decision making leading to community ownership, the Bidholi piped water supply scheme in Uttarakhand which manages and recovers 100 per cent operation and maintenance costs from the community, the Shikayat Nivaran Kendra experiment in Punjab which uses information technology for online web enabled centralised complaint redressal and the Water and Sanitation Management Organisation experiment in Gujarat where the registered body acts as a facilitator in developing water and sanitation facilities owned and managed by communities, are all outstanding examples of how to address various challenges and shortcomings the program is facing.

Book excerpt: This paper reports the main findings from a multi-country research project designed to develop a better understanding of the performance of community-managed rural water supply systems in developing countries. Data was collected from households, village water committees, focus groups of village residents, system operators, and key informants in 400 rural communities in Peru, Bolivia, and Ghana. Our findings suggest that the demand-driven, community management model, coupled with access to spare parts and some technical expertise, has come a long way toward unravelling the puzzle of how to best design and implement rural water supply programs in developing countries. In all three countries, rural water supply projects were quot;workingquot;. Among the households included in our sample in Peru and Bolivia, 95 percent had operational taps at the time of our field visit. In 90 percent of the villages in Ghana, all project boreholes were still working. Not only were the rural water systems not broken down, but almost all the households in these communities were using at least some of their water from the systems. However, some households were also still using water from other sources. In Ghana, 38 percent of households still reported using water from unprotected sources (e.g. springs, rivers and open wells) for drinking and/or cooking. Another troublesome finding is that rural households in the sample villages are paying very little for the improved water services, and, as a result, the finances of many village water committees are in poor shape.

In India, a mid-term assessment reveals that the country has already met its MDG (Millennium Development Goal) in terms of expanding access to water infrastructure although in the parallel subsector of sanitation progress is falling far short of the mark. In reality, most basic observations indicate that water supply coverage is not as good as the figures show while national sanitation continues to be poor even after almost six decades of efforts to eradicate open defecation. It argues that economic, technical, institutional as well as social factors constrain access to safe drinking water and proper sanitation in India for both the urban and rural poor, and that coverage figures do not reflect this restricted access. It finds that, increasingly, communities are being required to manage their own water and sanitation schemes, not just in rural areas but in urban ones as well. There are definite advantages to such an institutional arrangement if the transition to community management is carried out smoothly. Often, however, the chances of success of community management are vitiated because policy makers misunderstand and misapply three interlinked concepts that are crucial to the success of community-managed water and sanitation schemes--participation; water and sanitation burden; and project ownership.
