Book excerpt: The Evaluation of FAO’s contribution to the humanitarian–development–peace (HDP) nexus revisits and brings together in a coherent narrative the many approaches of conflict management and peace-sustaining work carried out over the years on natural resources management and rights-based frameworks. At the same time, it analyses the body of work developed through emergency activities, in crisis and conflict contexts – shaped by the ever-stronger recognition of the need to focus on longer-term resilience. The evaluation recognizes that the heart of FAO’s work in prioritizing and implementing an HDP approach has been at country level and has pieced together a number of examples from across countries to inform the narrative and provide lessons. The main overarching message from the evaluation is that FAO is ideally placed to invest in a major corporate effort to mainstream and adopt HDP nexus ways of working as part of its organizational DNA.

It documents the progress of DAC and United Nations adherents in taking forward the triple nexus approach, while pointing to remaining gaps between the Recommendation's aspirations and these adherents' practice across co-ordination, programming, and financing. The report identifies nine areas where to accelerate the move from policy to action.

The report comes more than a decade after the publication of the State of food and agriculture (SOFA) 2010–11: Women in agriculture – Closing the gender gap for development. SOFA 2010–11 documented the tremendous costs of gender inequality not only for women but also for agriculture and the broader economy and society, making the business case for closing existing gender gaps in accessing agricultural assets, inputs and services. Moving beyond agriculture, The status of women in agrifood systems reflects not only on how gender equality and women’s empowerment are central to the transition towards sustainable and resilient agrifood systems but also on how the transformation of agrifood systems can contribute to gender equality and women’s empowerment. It provides a comprehensive analysis of the available evidence on gender equality and women’s empowerment in agrifood systems that has been produced over the last decade. The report also provides policymakers and development actors with an extensive review of what has worked, highlighting the promise of moving from closing specific gender gaps towards the adoption of gender-transformative approaches that explicitly address the formal and informal structural constraints to equality. The team carried out a thorough review of lessons learned in South Sudan and other conflict-affected countries and held consultations with a wide range of stakeholders in the country. As a result, four complementary investment strategies were identified: agriculture production and food security; community resilience and social capital; value chain development and jobs; and peace consolidation. The authors advocate for combining these four strategies in a flexible way, depending on how the shocks currently affecting agriculture (conflict, violence, macro-economic instability, governance, natural disasters) evolve in the coming years. The Government of South Sudan and the World Bank consider this analytical work a milestone that will pave the way for future investments in agriculture and rural development in the country. This publication is part of the Country Investment Highlights series under the FAO Investment Centre’s Knowledge for Investment (K4I) programme.

Book excerpt: New evidence this year corroborates the rise in world hunger observed in this report last year, sending a warning that more action is needed if we aspire to end world hunger and malnutrition in all its forms by 2030. Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.

Book excerpt: Forty-nine million people live in the Lake Chad region, exploiting its rich natural resources and relatively constant supply of water, fodder and fertile land all year round. The area used to be a food production hub, with local markets supplying produce to Cameroon, Chad, the Niger and Nigeria. However, poor natural resource management, poor coordination across the different countries of the region, and the widespread impact of climate change have contributed to the significant deterioration of the Lake’s natural ecosystem capacity. Agricultural soils and pastures have been widely degraded, leading to a huge reduction in food productivity and, thus, job opportunities, especially for the youth living in rural areas who account for a high percentage of the population. Conflicts and tensions have created a conducive context for young people in search of income and opportunities to join the Boko Haram terrorist movement originated in Nigeria. This evaluation was conducted to address FAO’s response to the Lake Chad Basin crisis, including interventions conducted in 2015‒2018, as FAO published the Lake Chad Basin Crisis Response Strategy (2017–2019) to address the needs of the identified 6.9 million people affected by soaring food insecurity in the Lake Chad Basin in early 2017. The objectives of this evaluation were to analyse FAO’s responses to the crisis at operating level, with a focus on efficiency, effectiveness and sustainability, while assessing the relevance and consistency of the regional approach from a strategic perspective. The evaluation team visited many of the areas concerned, and at the end of each visit they organized a debriefing session with the respective FAO country team to share information gathered and collect complementary data and analysis to inform its deliberations. This helped to ensure transparency in the data collection process and to maximize the learning process. For FAO to support the food security and nutrition of communities in the Lake Chad region effectively, a regional strategy focused on supporting the resilience of communities is relevant and appropriate. Complementary to FAO’s country-based programmes, a regional strategy bears the potential to devise interventions that adapt to the cross-border nature of issues that each country faces and would allow supporting a more cohesive and collaborative way of working. Based on the Regional Response Strategy (2017–2019), FAO should revise its strategy and approach by incorporating governmental objectives, and translate it into an operational action plan, in line with other partners’ strategies in the region.

The challenges have grown with the COVID-19 pandemic and related containment measures. This report presents the first global assessment of food insecurity and malnutrition for 2020 and offers some indication of what hunger might look like by 2030 in a scenario further complicated by the enduring effects of the COVID-19 pandemic. It also includes new estimates of the cost and affordability of healthy diets, which provide an important link between the food security and nutrition indicators and the analysis of their trends. Altogether, the report highlights the need for a deeper reflection on how to better address the global food security and nutrition situation. To understand how hunger and malnutrition have reached these critical levels, this report draws on the analyses of the past four editions, which have produced a vast, evidence-based body of knowledge of the major drivers behind the recent changes in food security and nutrition. These drivers, which are increasing in frequency and intensity, include conflicts, climate variability and extremes, and economic slowdowns and downturns – all exacerbated by the underlying causes of poverty and very high and persistent levels of inequality. In addition, millions of people around the world suffer from food insecurity and different forms of malnutrition because they cannot afford the cost of healthy diets. From a synthesized understanding of this knowledge, updates and additional analyses are generated to create a holistic view of the combined effects of these drivers, both on each other and on food systems, and how they negatively affect food security and nutrition around the world. In turn, the evidence informs an in-depth look at how to move from silo solutions to integrated food systems solutions. In this regard, the report proposes transformative pathways that specifically address the challenges posed by the major drivers, also highlighting the types of policy and investment portfolios required to transform food systems for food security, improved nutrition, and affordable healthy diets for all. The report observes that, while the pandemic has caused major setbacks, there is much to be learned from the vulnerabilities and inequalities it has laid bare. If taken to heart, these new insights and wisdom can help get the world back on track towards the goal of ending hunger, food insecurity, and malnutrition in all its forms.

It examines the capacity of transitional justice measures to address displacement, engage the justice claims of displaced persons, and support durable solutions, and analyzes the links between transitional justice and the interventions of humanitarian, development, and peacebuilding actors. The book makes a compelling case for ensuring that justice measures address displacement and that responses to displacement incorporate transitional justice.
