Book excerpt: This thesis study analyzes and compares the effectiveness of chip seal treatments utilizing data obtained from the LongTerm Pavement Performance (LTPP) database in the United States and AUSTROADS database in Australia. A comparison between the United States method and Australia method is performed to evaluate the best chip seal design practice. The study further investigates the effectiveness of chip seal application and evaluates the effect of various parameters on chip seal performance. The study has identified that chip seal performance is mostly affected by key factors, which are underlying pavement condition, weather, and pavement age. Statistical methods are employed to conduct quantitative comparisons of performance before and after chip seal treatments and understand the significance of influencing factors on the performance.

Evaluation was performed through field monitoring a large number of crack sealed and control sections. Field monitoring included collection of performance data for over five year period after crack sealing. The data collected was used to address the following specific issues: Do existing crack sealing practices within ODOT enhance pavement performance? What is the optimum timing of the treatment? Does crack sealing extend pavement life? Is crack sealing a cost effective treatment? The analysis revel that crack sealed pavements, in general, performed better than the control sections on a 5-year cycle. Regardless of pavement type, aggregate type used in the surface layer, and the prior pavement condition crack sealing always results in performance gain. Maximum performance gain can be achieved by treating pavements with Pavement Condition Rating ranging from 66 to 80. The performance prediction models indicate crack sealing treatment can extend the service life of pavements by up to 3.6 years. The cost analysis using a common metric such as the Net Present Value illustrates that crack sealing, as a maintenance strategy, is economically viable for pavements in the prior PCR range of 66-70. From a practical point of view, it is hereby recommended that ODOT develops a policy to allow crack sealing as a strategy for pavement preventive maintenance for all pavements in the prior PCR range of 66 to 80.

Book excerpt: Thermal cracking is one of the most prevalent asphalt concrete (AC) pavement distresses in northern states and countries. Every year in Alaska, a substantial amount of funding is spent on sealing cracks according to the practices of the Alaska Department of Transportation and Public Facilities (ADOT&PF) Maintenance and Operations (M&O) division. However, to date there are no specific guidelines available that clearly outline the best timing for crack sealing or even what conditions necessitate crack sealing in a consistent manner. There is a need to evaluate the effectiveness and best practices for using the crack sealing techniques on AC pavements in Alaska. In response to this research need, a pavement preservation project was conducted and found that although crack sealing is a very common practice in Alaska, it is unclear how and why M&O decides to seal cracks since some are sealed and some are not. This motivated further evaluation of 91 field sections that represent the various climate regions of Alaska. A new survey method, “special thermal crack evaluation (STCE) ”, was developed to answer critical questions related to road thermal cracks and to provide guidance for crack sealing practices. The new STCE method was conducted along with two other field survey methods, the Long Term Pavement Performance (LTPP) program and the Pavement Surface and Evaluation Rating (PASER). Results between methods were then correlated. Finally, regression analyses were conducted to determine factors that significantly influence crack development and crack sealing practices in Alaska. Significant influencing factors on crack development include pavement temperature, freezing index, and rut depth. Crack frequency, freezing index, pavement age, PASER rating, PASER transverse crack severity level, and certain STCE questions can significantly contribute to the decision making for current sealing practices. It was found that the STCE method could generate direct recommendations on crack sealing practices. STCE, in combination with the LTPP and PASER methods, provides specific analysis about asphalt thermal cracking and sealing of these cracks so that informed decisions can be made for a positive impact on ADOT&PF’s maintenance budget. It is recommended to use STCE along with the LTPP and PASER methods and to use the findings of influencing factors of this study to develop more specific plans for future crack sealing practices.

Book excerpt: Pavement preservation is the practice of selecting and applying maintenance activities in order to extend pavement life, enhance performance, and ensure cost effectiveness. Pavement preservation methods should be applied before pavements display significant amounts of environmental distress. The long-term effectiveness of different pavement preservation techniques can be measured in terms of life extension, relative benefit, and benefit-cost ratio. Optimal timing of pavement preservation means that the given maintenance treatment is applied so that it will extend the life of the roadway for the longest possible period with the minimum cost. This document examines the effectiveness of chip seal treatment in four climatic zones in the United States. The Long-Term Pavement Performance database was used to extract roughness and traffic data, as well as the maintenance and rehabilitation histories of treated and untreated sections. The sections were categorized into smooth, medium, and rough pavements, based upon initial condition as indicated by the International Roughness Index. Pavement performance of treated and untreated sections was collectively modeled using exponential regression analysis. Effectiveness was evaluated in terms of life extension, relative benefit, and benefit-cost ratio. The results of the study verified the assumption that treated sections performed better than untreated sections. The results also showed that the life extension, relative benefit, and benefit cost ratio are highest for sections whose initial condition is smooth at the time of chip seal treatment. These same measures of effectiveness are lowest for pavements whose condition is rough at the time of treatment. Chip seal treatment effectiveness showed no correlation to climatic conditions or to traffic levels.

The investigation focused primarily on two issues namely, optimal timing of treatment placement and cost-effectiveness. Data was derived from ODOT's Pavement Management Information System and included location, limits, data of installation, and annual performance data for 225 chip seal and 214 micro surfacing projects. At the end, this study resulted in a critical review and comprehensive understanding of the chip seal and micro surfacing program in Ohio and provided the basic data needed to determine when and where such preventive maintenance treatments are appropriate form the standpoint of both economics and performance. Based on the results obtained, the following conclusions are made: 1. Chip seals are cost effective treatments. They provide maximum benefits when applied on pavements whose Pavement Condition Rating is in the range 66 to 80. Under such conditions, chip seals can extend the service life of pavements up to seven years. 2. Micro surfacing treatments on general system (2-lane state routes) are reasonably effective. The best range of prior PCR for their installation is 61 to 70. Life of micro surfacing treatments on general system is nine years. 3. Micro surfacing treatments on priority system (4-lane or more) are marginally effective. The best range of prior PCR for their installation is 61 to 70. Micro surfacing on priority system can extend the service life of treated pavements by eight years.

Book excerpt: Chip seals generally deteriorate as a result of asphalt oxidation, wear and polishing of aggregates, bleeding, and raveling (loss of aggregates). In this study, two major environmental effects on chip seal performance, freeze-thaw, and asphalt aging were investigated based on laboratory tests and field distress survey. For freeze-thaw evaluation, laboratory chip seal samples were prepared for 18 combinations (6 aggregates X 3 asphaltic materials). A simple freeze-thaw protocol was developed and evaluation of freeze-thaw effect on aggregate types reveals that both the precoated and uncoated expanded shale lightweight aggregates perform comparatively very well against freeze-thaw. Evaluation of freeze-thaw effect on asphaltic material types reveals that CRS-2P, an emulsion performs significantly better than hot asphalts, namely PAC-15 and AC20-5TR. For aging evaluation, asphaltic materials were extracted from 15 (5 aggregates X 3 asphaltic materials) field test sections and increase in stiffness due to aging were determined using a dynamic shear rheometer. For each of the five aggregates, CRS-2P shows the lowest G*/sin?, indicating minimum field aging susceptibility among the three asphaltic materials while AC20-5TR shows slightly higher G*/sin? than PAC-15, indicating maximum field aging susceptibility. Overall field distress ratings of the CRS-2P sections (sum of distress ratings of all the CRS-2P sections) are better than those of PAC-15 and AC20-5TR. The overall distress ratings of PAC-15 sections are better than overall distress ratings of AC20-5TR. In case of aggregate types, precoated expanded shale lightweight test sections performed the best, while expanded clay lightweight sections performed very poorly. Both freeze-thaw and asphalt aging tests closely reflect field performances and it can be concluded that the freeze-thaw and aging performances can be used as effective tools for predicting long term chip seal performances.

The treatment, already used in North Carolina, consists of an application of emulsion and coarse aggregate followed by another application of emulsion and a final layer of fine aggregate. Sixty sections were placed in three districts in 1986-88, totaling approximately 400 lane-km of surfacing. These sections were evaluated periodically by a team of local operations personnel and research staff. The operations personnel also provided estimates of service life. for conventional single chip seals, used for a cost-benefit analysis. The modified seals performed better and were more cost-effective than conventional surface treatments. Also, the hazard of broken windshields caused by loose aggregate was virtually eliminated on the modified seal treatments. The report includes recommendations for ensuring that the final product is of high quality. The recommendations include using a pilot vehicle, limiting the speed of construction traffic, using clean dry blot aggregate, applying the coarse aggregate not more than one stone thick, and using the proper nozzles on the asphalt distributor.

It should be noted that throughout this report file term rejuvenator will be used to describe both rejuvenator and rejuvenator/sealer materials, because the primary purpose in this study was to use these materials to rejuvenate the asphalt pavement. Because of the proprietary nature of these materials, specifications that use performance-based requirements rather than material requirement specifications are highly preferred. One important requirement in the development of this type of specification is a field performance comparison of the various materials with known application and material property parameters. The objective of this study was to investigate the comparative field performance of various rejuvenators and seal coat materials. The field performance of these materials was evaluated over a period of more than 1 year. The materials evaluated in this study were proprietary products. The study was not intended to determine the best or optimum rejuvenator or seal coat material but was intended to provide information for the development or updating of guide specifications for file use of these types of materials. The scope of this study was to evaluate several types of coal-tar- and petroleum-based rejuvenators and seal coat materials. The materials were placed at two airfields and their effect on the binder properties of the treated pavement was compared to untreated areas. The field performance of the rejuvenator and seal coat materials was evaluated through their effects on skid resistance, texture, and changes on visual appearance. This report covers the placement and performance of the materials included in this study.
