Book excerpt: In this paper, we present key findings from a Database on Energy Efficiency Programs (DEEP) report on commercial lighting programs. In the DEEP report, which is the first in a series, we examine the measured performance of 20 utility-sponsored, demand-side management (DSM), lighting efficiency programs in the commercial and industrial sectors. We assess the performance of the lighting programs based on four measures: the total resource costs of the programs, participation rates, energy savings per participant, and utility costs per participant. At an average cost of 3.9 C/kWh, these programs are judged to be cost-effective when compared to avoided costs in their areas. We critically examine participation rates, energy savings per participant, and utility costs per participant in order to understand precisely what aspects of program performance they measure. Finally, we summarize some of the primary difficulties in collecting DSM data in a consistent and comprehensive fashion, and offer some solutions to this challenging problem.

Book excerpt: An impact evaluation of a commercial lighting retrofit program of COM/Electric is briefly described, together with the methodological development required for the evaluation. The evaluation is conducted for a large sample of buildings (over 1,000 treatment and over 200 control buildings) using whole-building electric billing data. Historic modeling approaches - Annual or Seasonal Aggregate Model, Building Specific Thermal Model (e.g. PRISM), and Pooled Factors Model - are discussed, and an extension of PRISM is presented. The methods presented provide some useful methodological insight, and further work could be conducted to make improvements. The energy savings are evaluated using several methods. Overall, results indicate that adjusted program first-year investment cost ratio, the ratio of total costs to first-year adjusted electricity savings, is about $0.60/kWh. First-year investment cost is greater for larger total investments in buildings than for smaller investments.

Book excerpt: The standard incandescent light bulb, which still works mainly as Thomas Edison invented it, converts more than 90% of the consumed electricity into heat. Given the availability of newer lighting technologies that convert a greater percentage of electricity into useful light, there is potential to decrease the amount of energy used for lighting in both commercial and residential applications. Although technologies such as compact fluorescent lamps (CFLs) have emerged in the past few decades and will help achieve the goal of increased energy efficiency, solid-state lighting (SSL) stands to play a large role in dramatically decreasing U.S. energy consumption for lighting. Since the publication of the 2013 National Research Council report Assessment of Advanced Solid-State Lighting, the penetration of SSL has increased dramatically, with a resulting savings in energy and costs that were foreshadowed by that study. What was not anticipated then is the dramatic dislocation and restructuring of the SSL marketplace, as cost reductions for light-emitting diode (LED) components reduced profitability for LED manufacturers. At the same time, there has been the emergence of new applications for SSL, which have the potential to create new markets and commercial opportunities for the SSL industry. Assessment of Solid-State Lighting, Phase Two discusses these aspects of changeâ€"highlighting the progress of commercialization and acceptance of SSL and reviewing the technical advances and challenges in achieving higher efficacy for LEDs and organic light-emitting diodes. This report will also discuss the recent trends in SSL manufacturing and opportunities for new applications and describe the role played by the Department of Energy (DOE) Lighting Program in the development of SSL.

Book excerpt: The objective of the Database on Energy Efficiency Programs (DEEP) is to document the measured cost and performance of utility-sponsored, energy-efficiency, demand-side management (DSM) programs. Consistent documentation of DSM programs is a challenging goal because of problems with data consistency, evaluation methodologies, and data reporting formats that continue to limit the usefulness and comparability of individual program results. This first DEEP report investigates the results of 20 recent commercial lighting DSM programs. The report, unlike previous reports of its kind, compares the DSM definitions and methodologies that each utility uses to compute costs and energy savings and then makes adjustments to standardize reported program results. All 20 programs were judged cost-effective when compared to avoided costs in their local areas. At an average cost of 3.9{cents}/kWh, however, utility-sponsored energy efficiency programs are not ''too cheap to meter.'' While it is generally agreed upon that utilities must take active measures to minimize the costs and rate impacts of DSM programs, the authors believe that these activities will be facilitated by industry adoption of standard definitions and reporting formats, so that the best program designs can be readily identified and adopted.

Book excerpt: In order to fill the gap in aggregates savings, the challenges faced by electric utilities for the demand of lighting energy are addressed by lighting efficiency programs. The shrinking capacity and electrical grid reliability call for improved ways to evaluate energy saving programs with evaluation methods that are robust in determining the impact of lighting programs. This study employed meta-analysis as an evaluation method to determine energy savings, impact, emissions of greenhouse gases (GHG), pollutants, and health effects from lighting programs in Michigan. The findings of the study showed the programs impact in Hedges' g of 0.36 for the overall programs. The four lighting programs differs in impacts with energy star program having the highest impact of 0.40, Residential lighting program 0.35, the commercial/Industrial for prescriptive-custom program and compact fluorescent-light emitting diode were 0.36 and 0.32 respectively. These programs were all cost effective as well as beneficial with respect to the investments. Other findings from the study include amount of avoided carbon dioxide, carbon dioxide equivalent, and avoided pollutants of nitrogen oxides and Sulphur dioxide responsible for health effects in Michigan. Energy savings improve air quality through avoided particulate matter concentration that lead to avoided health effects that have economic value implications in Michigan. The study concludes that programs with more impact be given priority to gain on improved health and economic value.
