Book excerpt: Part I describes the evolution of methods for relating aircraft noise exposure to community response in this country, starting with the original Composite Noise Rating (CNR) concept developed in 1952, and with applications specifically to aircraft noise in 1957 under Air Force sponsorship. The development of CNR procedures for civil and military aircraft in 1962 utilizing perceived noise level contours and the development of Noise Exposure Forecast (NEF) procedures in 1967 utilizing effective perceived noise level data are recounted and compared. Part II interprets the noise exposure due to aircraft operations, as expressed in Noise Exposure Forecast (NEF) values, in terms of estimated impact on land uses. Assessments of the land use compatibility with aircraft noise as a function of NEF values are given for a variety of land uses for the purpose of providing guides in land use planning, zoning and in land use development and building construction. This book describes the development and practice of U.S. aircraft noise regulation, as well as the practical consequences of regulatory policy. Starting in the pre-jet transport era, the book traces the development of the modern framework for characterizing, standardizing, predicting, disclosing, and mitigating aircraft noise and its effects on airport-vicinity communities. Among other matters, the book treats noise-related consequences of the 1978 deregulation of the airline industry; prediction and mitigation of community reaction to airport noise; land use compatibility planning; recent research and industry trends; and some suggestions for potential improvements to current policy. Initial chapters describe the assumptions underlying aircraft noise regulation, and lay out the chronology of U.S. aircraft noise regulatory practice. Later chapters provide overviews of population-level effects of aviation noise, including health effects, speech and sleep interference, and annoyance. Readers will learn why predictions of the prevalence of aircraft noise-induced annoyance have systematically underestimated adverse community response to aircraft noise, and how such underestimation has complicated approval and funding of airport and airspace improvement projects. Land use planning approaches are considered to be the effective measure for airport noise mitigation. The main objective of this research is to examine the impact of airport noise on land use and the effectiveness of available land use planning approaches for land use changes. This research also analyzes noise abatement policies and regulations and liability for the noise emission at airports. In order to examine the impacts of airport noise on land use and the effectiveness of available land use planning approaches for land use changes, a case study is conducted at the Des Moines International Airport (DSM), Des Moines, Iowa. Noise exposure conditions at DSM both in 1989 and 2000 are examined. After identifying noise conditions, their impacts in terms of population, dwelling units, and residential land use areas are analyzed. Then, the study analyzes the effects of land use planning approaches by examining the spatial correspondence between the actual land use pattern and the land use pattern identified in the land use planning approaches. Zoning and land use plans are selected as land use planning approaches for this case study. The noise impact analysis and the effectiveness of land use planning approaches are conducted by utilizing Integrated Noise Model, an aircraft noise modeling software, and Arc View, a Geographic Information System software. The case study of the Des Moines International Airport (DSM) revealed that noise exposure conditions significantly improved during one decade. This improvement contributed to a reduction of noise for affected population and residential areas. The results of the analysis of the effectiveness of zoning and land use plans showed that overall land use patterns changed in the direction of land use patterns identified in the land use plan and zoning map. Actual land use patterns in this area did not change against the land use patterns identified in the land use plans and zoning. These results imply that land use planning approach is a relatively important tool to mitigate noise pollution around an airport.
