Book excerpt: This synthesis will be of interest to construction engineers, pavement designers, contractors, and others interested in construction of new highway pavements with smooth surfaces. Information is provided on the various devices and specifications that are being used to obtain smooth pavements. The public rates a pavement primarily on its smooth-riding characteristics and highway agencies recognize that constructing smooth pavements results in fewer problems later and lower annual maintenance costs. This report of the Transportation Research Board describes the devices and specifications highway agencies use to ensure that newly constructed pavements will provide a smooth ride.

Available in PDF, EPUB and Kindle. Book excerpt: Many instruments are available for measuring pavement roughness. Some of these instruments are costly and obtain very detailed data. Most require that pavement condition be measured at low speeds, thus demanding that production rates be quite low. For many years, engineers have been searching for a device that gives the required information but is inexpensive to produce and operate. The road meter, first developed by Max P. Brokaw, is a simple device that essentially measures the relative movement of the rear axle of a passenger car with respect to the frame of the car. This device permits obtaining a large amount of data and can in fact be operated by 1 person in a passenger car, although generally 2 individuals are required. Because the instrument is new, a need has existed to bring together engineers and researchers who are using the device to discuss the experience of various agencies in obtaining pavement condition data by this technique.

Book excerpt: This study was to investigate current practice, select the best techniques, and recommend equipment and methodology suitable for pavement condition evaluation. It consisted of visits to chosen States to determine pavement properties that can be measured and provide data for management decisions. The information collected was supplemented with a literature search and a limited firsthand review of equipment in use. The recommended roadway property measurements needed for pavement condition evaluation as inputs to pavement management systems are skid resistance, roughness, structural capacity, and pavement distress used to assist in pavement repair strategy. Suggestions on data processing, storage, and retrieval are also given in the report.
