Book excerpt: The World Health Organization (WHO) defines equity as the absence of preventable or remediable disparities among various groups of individuals, regardless of how these groups are delineated, whether by social, economic, demographic or geographic factors. The goal of equity is to eliminate the unfair and avoidable circumstances that deprive people of their rights. Therefore, inequities generally arise when certain population groups are unfairly deprived of basic resources that are made available to other groups. A disparity is ‘unfair’ or ‘unjust’ when its cause is due to the social context rather than biological factors. Equitable evaluation contends that conducting evaluation practices with an equity approach is more powerful, as evaluation is used as a tool for advancing equity. It emphasises that context, culture, history, and beliefs shape the nature of evaluations, specifically in the diverse and often complex African reality. Equitable evaluation can render power to the powerless, offer a voice to the silenced and give presence to those treated as invisible. Evidence from various sources shows that inequality is prevalent on the African continent, hence the need to focus on evaluative solutions that address the structural issues that contribute to the different forms of inequality, such as economic, political and social inequality. Despite a plethora of development interventions on the African continent, a large proportion of the population on the continent is still lacking access to basic goods and services for survival. The effectiveness of developmental programmes in sub-Saharan Africa has been elusive, to the extent that minimal inroads have been made in addressing key challenges such as poverty, inequality and the effects of climate change. This scholarly book aims to invigorate academic discussions surrounding developmental programmes, with the goal of generating insights that can be utilised by evaluation commissioners and decision-makers to help address inequality and promote a more equitable society in Africa through improved evaluation processes.

Too often, however, monitoring is a time consuming exercise that is done exclusively for compliance. When developed with an understanding of the context within which they are implemented, monitoring systems have the potential to provide an evidence base from which progress can be evaluated and informed decisions made. The establishment, implementation, and institutionalisation of monitoring systems is a nuanced process, shaped by the unique characteristics and culture of each organisation. While ‘how to guides’ on the subject are abundant, their focus is often technical, and they do not sufficiently consider how monitoring practice links to the context of governance and development in the region, and what role monitoring systems can play to strengthen processes of reform. Monitoring Systems in Africa balances a strong theoretical foundation in governance and development with a practical approach to asking some of the big-picture questions about why and how we could more effectively build and institutionalise systems for useful monitoring. Given the scale of resources already being invested in monitoring, taking a systemic view and theoretically informed approach to monitoring can support decision-making around compliance, accountability, development effectiveness, and performance.

Most previous studies of the landscape selectively focused on either the natural sciences or the social sciences, but the research presented in African Landscapes bridges that gap. This work is unique in its interdisciplinary scope. Over the past twelve years, the contributors to this volume have participated in the collaborative research center ACACIA (Arid Climate Adaptation and Cultural Innovation in Africa), which deals with the relationship between cultural processes and ecological dynamics in Africa’s arid areas. The case studies presented here come from mainly Sahara/Sahel and southwestern Africa, and are all linked to broader discussions on the concept of landscape, and themes of cultural, anthropological, geographical, botanical, sociological, and archaeological interest. The contributions in this work are enhanced by full color photographs that put the discussion in context visually.

Book excerpt: Poverty, food insecurity, biodiversity and habitat loss are persistent global challenges that are further exacerbated by the impacts of climate change. These challenges are particularly hard felt in the tropical landscapes of the global South where tensions between local socio-economic and international environmental commitments are pervasive. Due to the apparent failure of sectorial approaches to address such challenges, more holistic strategies are being increasingly promoted. Integrated landscape approaches are one such example; essentially a governance strategy that engages multiple stakeholders to reconcile societal and environmental objectives at the landscape scale to identify trade-offs and potential synergies for more sustainable and equitable land management. Integrated landscape approaches have been widely endorsed in the international and national policy arena, within academia, and in the discourse surrounding conservation and development funding. However, despite strong scientific theories and concepts, the implementation, and particularly evaluation and reporting, of integrated landscape approaches in the tropics remains poorly developed. The COLANDS initiative represents an explicit attempt to contribute towards the evidence base by operationalizing integrated landscape approaches in Ghana, Zambia and Indonesia. In this regard we aim to provide regular, honest reporting of progress. This book details the experiences of researchers engaged in these landscape-scale initiatives across the first two years of implementation. With dedicated chapters on current progress, biodiversity, methods and evaluation the book provides useful tools and resources for research and implementation. Furthermore, we consider the complex socio-political challenges associated with landscape approaches with chapters focussed on how to effectively engaging stakeholders and understanding the national policy environment. We then provide profiles of the sites in each of the three countries and describe the historical context, current status and potential for more integrated landscape governance. Book excerpt: Integrated Landscape Approaches for Africa’s Drylands presents emerging fi ndings on the importance of moving beyond single-sector interventions to embrace integrated landscape management that takes into account the health of the ecosystems that support human livelihoods and contribute to the resilience of rural communities in Sub-Saharan African drylands. Integrated landscape management is particularly important for these drylands because people depend on production systems that are frequently disrupted by exogenous shocks such as drought. The ecological and economic evidence presented in this book shows that integrated landscape management can enhance efforts to invest in tree-based systems and improved livestock management and support productivity increases for rain-fed cropping. Integrated landscape management efforts have helped to coordinate the actions of multiple land users and other stakeholders, reduced confl icts, and improved overall governance of water, land, and other resources. Integrated landscape management is thus a useful approach to enhance the intensifi cation of dryland cropping systems and will, in many locations (but not always), result in multiple wins— including improved farm productivity, water benefi ts at the farm and landscape levels, carbon sequestration, biodiversity and other ecosystem services benefi ts, and higher climate resilience. Various policies and related interventions can be used to trigger and accelerate the scaling up of these benefi ts through integrated landscape management across Sub-Saharan African drylands to restore and increase household and ecological resilience. Policies are needed to develop the framework conditions necessary to both initiate new programs and modify and scale up existing restoration and resilience efforts. The book highlights policy options, covering six broad intervention areas: (1) Clarify land rights and responsibilities; (2) Encourage multistakeholder involvement and collective action; (3) Overcome institutional barriers to integrated landscape management; (4) Create conditions for adaptive planning and management; (5) Create mechanisms and supporting policies for sustainable and long-term fi nancing of integrated landscape management; and (6) Invest in a solid evidence base and knowledge-sharing platforms for integrated landscape management.
