Book excerpt: The U.S. Army Research Institute for the Behavioral and Social Sciences (ARI), the U.S. Army Recruiting Command (USAREC), and their contractor, Personnel Decisions Research Institutes, Inc. (PDRI) have collaborated to implement the online administration of the Noncommissioned Officer Leadership Skills Inventory (NLSI). The NLSI measures skills and abilities related to NCO performance, including work orientation, interpersonal skills, and leadership capability. They also conducted research to validate the NLSI as a predictor of U.S. Army recruiter performance. The NLSI was successfully implemented as the first online recruiter test administered in proctored settings worldwide. The validation results indicate that the NLSI predicts recruiter training attrition and recruiters' duty performance, as measured by individual recruiter production (e.g., signed contracts).

Book excerpt: Armed forces recruiting faces a serious challenge in the declining 17- to 21-year-old male population and the attendant competition from educational institutions and private sector employers. If the military services are to attract and enlist enough quality applicants to maintain readiness, they must improve the accessioning process. This report summarizes the research and development (R & D accomplished by Navy Personnel Research and Development Center in support of the first large-scale application of computers to the recruiting and personnel testing process, the Army Joint Optical Information Network (JOIN) System. Work was performed during FYs 82-84. The specific objectives of the effort reported here were to: 1) Save R & D time and dollars by applying expertise developed on the Navy's discontinued Navy Personnel Assessioning System (NPAS) to R & D for the Army's JOIN. 2) Acquire, install, and test JOIN developmental, prototype, and operational computer systems. 3) Design, develop, pilot test, evaluate, and refine computerized applicant screening tests, and automated recruiting management support aids, including automated enlistment kits. 4) Develop, pilot test, evaluate, and refine applicant assessment instruments for the vocational guidance package that Army Research Institute (ARI) will develop for JOIN. 5) Study the feasibility of developing an assignment predication method for JOIN to improve the person-job match. and 6) Develop a dominant buying motive (DBM) assessment instrument for the JOIN sales package.

Book excerpt: In this thesis, statistical and cost/benefit analyses are used to validate and justify the use of a sales-aptitude test for selection of successful recruiters. Using samples of experienced recruiters, with historical records of mission achievement, a recruiter's successfulness/unsuccessfulness was evaluated by pre-determined Measures of Recruiter Effectiveness. After grouping recruiters based on time served as a recruiter, several statistical hypothesis tests were performed to determine the effectiveness of the sales- aptitude test in predicting, and distinguishing between, successful and unsuccessful recruiters. Additionally, sales-aptitude test score data was obtained on a control group of non-recruiters. Using this data, in conjunction with that of experienced recruiters, several more statistical hypothesis tests were used to determine if the test can be used to screen those candidate recruiters who can successfully complete the Army Recruiter Course. Based on findings that the selected sales-aptitude test could only be used as a screening device in the recruiter selection process, and not to predict recruiter success in the field, a nonexhaustive cost/benefit analysis was performed to justify the use of the test in a screening role. The cost/benefit analysis indicated that the selected sales-aptitude test, used in a screening role, could save the US army Recruiting Command and the US Army anywhere from an approximate minimum of $500,000 to an approximate maximum of $5,000,000, annually.
