Book Evaluating the Impact of Development Projects on Poverty

Download or read book Evaluating the Impact of Development Projects on Poverty written by Judy L. Baker and published by World Bank Publications. This book was released on 2000 with total page 230 pages. Available in PDF, EPUB and Kindle. Book excerpt: Despite the billions of dollars spent on development assistance each year, there is still very little known about the actual impact of projects on the poor. There is broad evidence on the benefits of economic growth, investments in human capital, and the provision of safety nets for the poor. But for a specific program or project in a given country, is the intervention producing the intended benefits and what was the overall impact on the population? Could the program or project be better designed to achieve the intended outcomes? Are resources being spent efficiently? These are the types of questions that can only be answered through an impact evaluation, an approach which measures the outcomes of a program intervention in isolation of other possible factors. This handbook seeks to provide project managers and policy analysts with the tools needed for evaluating project impact. It is aimed at readers with a general knowledge of statistics. For some of the more in-depth statistical methods discussed, the reader is referred to the technical literature on the topic. Chapter 1 presents an overview of concepts and methods. Chapter 2 discusses key steps and related issues to consider in implementation. Chapter 3 illustrates various analytical techniques through a case study. Chapter 4 includes a discussion of lessons learned from a rich set of "good practice" evaluations of poverty projects which have been reviewed for this handbook.

Book Evaluation of the European Social Fund as a Measure to Support Social Innovation in the Public Sector

Download or read book Evaluation of the European Social Fund as a Measure to Support Social Innovation in the Public Sector written by Katarzyna Tarnawska and published by . This book was released on 2014 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The main objective of this research paper is to present how the public sector may contribute to the development of social innovations and to what extent this process may be supported by the European Social Fund's (ESF) resources. The research method comprises critical analysis of the ESF reports. Discussion on the concept of social innovation is covered in the first part. Then determinants of social innovations are presented, followed by observations on social innovations in the public sector. The subsequent part is devoted to a short study of the ESF as an instrument to support social innovations in the public sector and finally a short empirical example of the ESF usage in Poland is delivered. Although the usage of the ESF funds as an instrument strengthening social innovations in the public sector is not always unproblematic, it may be assessed to be a useful measure of support in this area.

Book Counterfactual Impact Evaluation of European Social Fund Interventions in Practice

Download or read book Counterfactual Impact Evaluation of European Social Fund Interventions in Practice written by and published by . This book was released on 2020 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: The European Social Fund (ESF) is Europe's main instrument for supporting jobs, helping people get better jobs and ensuring fairer job opportunities for all EU citizens. The EU distributes ESF funding to the Member States and regions to finance employment, social inclusion and education-related projects. Designated national and regional managing authorities select the projects, monitor their implementation and evaluate the extent to which the aims of the ESF are met. The aim of this document is to present four case studies on ESF evaluation to showcase real problems and solutions when dealing with ESF evaluations. The examples are fictitious, inspired by real evaluations and adapted for the purpose of this guidance in order to clearly illustrate typical challenges that an evaluator or managing authority can come across. The practice solutions presented here are sometimes not the optimal ones, as discussed in the text.
