Book excerpt: This book offers an assessment of the performance, impact, and welfare implications of the world’s largest employment guarantee programme, the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA). Launched by the Indian government, the programme covers entire rural area of the country. The book presents various micro-level analyses of the programme and its heterogeneous impacts at different scales, almost a decade after its implementation. While there are some doubts over the future of the scheme as well as its magnitude, nature and content, the central government appears committed to it, as a ‘convergence scheme’ of various other welfare and rural development programmes being implemented at both national and state level. The book discusses the outcomes of the programme and offers critical insights into the lessons learnt, not only in the context of India, but also for similar schemes in countries in South and South-East Asia as well as in Africa, and Latin America. Adopting inter-disciplinary perspectives in analysing these issues, this unique book uses a judicious mix of methods---integrating quantitative and qualitative tools---and will be an invaluable resource for analysts, NGOs, policymakers and academics alike.

It has been implemented in all the states of India. The effectiveness of any scheme, especially one aimed at rural empowerment, can be measured only by studying the impact it has made in changing the lives of the beneficiaries. RTBI had evaluated the impact of NREGA in Tamilnadu by conducting a study. For this study, RTBI used a mobile phone based data gathering system instead of the regular paper based process. This paper will discuss how the questionnaire was developed, the data gathering method and the use of mobile phones as a reliable tool for conducting surveys.

Book excerpt: India's ambitious National Rural Employment Guarantee Act creates a justiciable 'right to work' by promising up to 100 days of employment per year to all rural households whose adult members want unskilled manual work on public works projects at the stipulated minimum wage. Are the conditions stipulated by the Act met in practice, under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS)? What impact on poverty do the earnings from the scheme have? Does the scheme meet its potential? How can it do better? Right to Work? Assessing India's Employment Guarantee Scheme in Bihar studies the MGNREGS's impact across India, then focuses on Bihar, the country's third largest and one of its poorest states. It shows that although the scheme has the potential to substantially reduce poverty through extra earnings for poor families, that potential is not realized in practice. Workers are not getting all the work they want, nor are they getting the full wages due. The intended recipients' awareness of how to obtain work is low. In a controlled experiment, a specially designed fictional movie was used to show how knowledge of rights and processes can be enhanced. Although the movie effectively raised awareness and improved public perceptions of the scheme, it had little effect on actions such as seeking employment when needed. Supplyside constraints in responding to demand for work must also be addressed. A number of specific constraints to work provision are identified, including poor implementation capacity, weak financial management, and inadequate monitoring systems. Addressing these constraints would allow this major antipoverty program to come much closer to reaching its potential.

Book excerpt: India’s National Rural Employment Guarantee Scheme (NREGS) is one of the largest public works programs globally. Understanding the impacts of NREGS and the pathway through which its impacts are realized thus has important policy implications. We use a three-round 4,000-household panel from Andhra Pradesh together with administrative data to explore short- and medium-term poverty and welfare effects of NREGS. Triple difference estimates suggest that participants significantly increase consumption (protein and energy intake) in the short run and accumulate more nonfinancial assets in the medium term. Direct benefits exceed program-related transfers and are most pronounced for scheduled castes and tribes and households supplying casual labor. Asset creation via program-induced land improvements is consistent with a medium-term increase in assets by nonparticipants and increases in wage income in excess of program cost.

It is desirable to provide MGNREGS work during the agricultural lean seasons - when work opportunities are scarce - rather than the peak seasons.

In principle, the scheme is a self-targeted programme designed to provide 100 days of employment to rural households and to serve as a safety net. More broadly its aim is to reduce rural poverty through the creation of sustainable rural infrastructure which is expected to foster rural economic growth. This study looks at the performance of the NREGS from three perspectives - it examines the targeting aspect of the programme, the efficiency of the implementing PRI bodies and the impact of the program on various outcomes at household level. The study is based on primary data collected from 500 randomly selected households, 2249 individuals and 70 schemes located in 13 Gram Panchayats in Birbhum District of West Bengal, India.

Book excerpt: The Mahatma Gandhi National Rural Employment Guarantee Act (NREGA) provides 100 days of employment in a year to every rural household at the legal minimum wage. At the national level this programme has been highly successful in providing an income safety-net to small peasants and landless workers. However, in the poorer states of Uttar Pradesh, Bihar and Jharkhand the provision of public employment under NREGA has been inadequate. Using evidence from field research in the Mirzapur district of Uttar Pradesh, this paper aims to study how awareness among programme beneficiaries about their legal entitlements and at various levels of government determines the provision of NREGA employment in one of the poorest regions of the country. Further, we discuss the impact of NREGA on agricultural productivity and wage bargaining by landless workers who are the intended beneficiaries of NREGA. Our findings suggest that patron-client exchanges between the local elite and NREGA beneficiaries determines the provision of public employment and generates rents for the local elite. Therefore, there is urgent need for increasing transparency in NREGA provision and creating mechanisms to hold elected representatives and government functionaries accountable to NREGA beneficiaries.

Book excerpt: This paper examines the dynamics of women's claim-making within the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) scheme in India, focusing on their participation in selecting durable assets for climate resilience. Despite legal entitlements and protections for women within the program, gender disparities persist in claiming public resources. Utilizing a mixed-methods approach including surveys and qualitative interviews, the study uncovers various pathways to women’s claim-making, influenced by factors such as gender norms around mobility and women’s voice and agency, internal barriers and constraints including comfort in public speaking, and knowledge of the program and its various procedures for selecting assets. While challenges to women’s effective participation remain, findings from our analysis suggest potential for interventions to reduce gender gaps and enhance inclusivity in planning processes. Moreover, the study underscores the importance of recognizing diverse claim-making pathways to promote inclusion effectively within the program.

Book excerpt: Given the well-recognised role of education in the process of social and economic development, this paper uses primary data collected from four villages of West Bengal to evaluate the impact of household participation in the Mahatma Gandhi National Rural Employment Guarantee Act, a large scale public works programme on educational decisions including children schooling and expenditure incurred on private coaching and other educational components. We especially consider private coaching as it has gained substantial importance over the last few years in developing countries including India. The findings from the regressions, which control for the potential endogeneity indicate no significant impact of participation under the programme. However higher days of work and earnings from the programme seem to positively impact on expenditure on private coaching while having no impact on other educational expenditures indicating higher income elasticity of private coaching among educational expenditures. The paper thus emphasizes on the various direct and indirect benefits of the programme which necessitate its effective implementation that can fix the long standing problems of delay in payments and rationing of works. In this context, the recent increase in budgetary allocation in 2018 is a welcome step.
