Chapter 2 discusses key steps and related issues to consider in implementation. Chapter 3 illustrates various analytical techniques through a case study. Chapter 4 includes a discussion of lessons learned from a rich set of "good practice" evaluations of poverty projects which have been reviewed for this handbook.

The poverty emphasis is in an intellectual and political cul de sac. It does not address the fundamental question of why people are poor nor what can be done structurally and institutionally to reduce and eliminate it. The various chapters illustrate in the context of various countries and sectors around the world, the significant contributions that evaluators can make in terms of improvement of the analytical framework, analysis of the performance and results of specific programs and projects, as well as assessing and designing better public management systems in terms of poverty and inequality reduction. Beyond the specific contributions presented, three characteristics characterize those evaluations to be relevant for poverty and inequality analysis: a global-local approach: Global to move beyond disciplinary boundaries and consider cross-cutting issues, local to account for the diversity of countries, sectors, institutions and cultures considered; a problem-solving orientation: The issue evaluated is the core focus and determines the choice of evaluation methods to analyze this issue from a variety of angles; an evolutionary approach: Chapters presented are from iconoclasts who do not have any pre-established theory or school of thought to defend. Book excerpt: By the widely used difference-in-difference method, the Southwest China Poverty Reduction Project had little impact on the proportion of people in beneficiary villages consuming less than $1 a day-despite a public outlay of $400 million. Is that right, or is the true impact being hidden somehow? The authors find that impact estimates are quite sensitive to the choice of outcome indicator, the poverty line, and the matching method. There are larger poverty impacts at lower poverty lines. And there are much larger impacts on incomes than consumptions. Uncertainty about the impact probably made it hard for participants to infer the gain in permanent income, so they saved a high proportion of the short-term gain.

Regional conflicts, adverse shifts in terms of trade, and marginalization of poor countries in the new global economy explain this outcome. This highlights the need to reform development assistance and improve its effectiveness. Making Development Work examines the four key principles of the Comprehensive-Development Framework, a World Bank initiative currently being piloted in twelve developing counties. The initiative promotes a holistic long-term vision of development, domestic ownership of development programs, and focus on results; and stronger partnership between government, the private sector, and the civil society. The first section of the volume describes the evolution in development thinking that culminated in this new consensus. The second focuses on country ownership of development policies and programs. Based on empirical evidence, it proposes a new view of the aid relationship as a mutual-learning process. The third section focuses on results and on the ways aid agencies might enhance development impact of their operations. It concludes with a preliminary assessment of strategies for scaling up from specific projects to sector and programmatic approaches, and suggests ways to adapt them to counter conditions. The experience of a bilateral aid agency, U.S. Agency for International Development (USAID), is examined in this context. The fourth section focuses on partnership, emphasizing that aid agencies must be explicit about the kinds of partnerships they seek with countries and the kinds of strategic selectivity they will exercise. The final chapter pulls together the lessons of development experience at various levels of operation. It outlines key tensions between comprehensiveness and selectivity, ownership and conditionality, speed and broad-based ownership, focus on results and poor local evaluation capacity, and enhanced country focus and globalization. Promising approaches to manage these tensions are put forward to replace one-size-fits-all prescriptions with client empowerment and social learning. Making Development Work offers rich lessons on improving the effectiveness of aid. Their analysis is based on combining household and community level survey data. The authors' empirical approach uses the panel structure of the data to control for time-invariant unobservables at the community level by applying propensity-score-matched double difference comparison. The results indicate that improvements in school and road infrastructure produce nontrivial welfare gains for the poor at the village and country levels. The impact of water rehabilitation projects is ambiguous. School rehabilitation projects produce the largest gains for the poor.
