Book excerpt: The paper "Evaluating rural development: a critical investigation of techniques and objectives used to assess the LEADER program of the EU in Hungary" investigates the evaluation of endogenous development from a methodological perspective both in theory and practice in the context of the LEADER program. It argues that the LEADER approach consists of a handful of features that cannot be evaluated entirely by quantitative measures. Although the use of exogenous methods is justified for the sake of information needs of certain stakeholders, endogenous evaluation incorporating qualitative measures is more appropriate to assess the value-added of LEADER. As opposed to the current approach, which overly emphasizes the exogenous forms of evaluation, the paper argues in favor of an evaluation design that takes into account the insight of the local actors as well. The paper responds to the challenge of satisfying the diverging information requirements of the stakeholders by introducing an evaluation tool that builds upon the endogenous appraisal of local stakeholders and at the same time enables the aggregation of the results on the extra-local level.

This involves specific costs and risks but promises an added value from following a bottom-up and partnership approach. In this report the Court finds that lags implemented the Leader approach in ways that limited the potential for added value and gave grants to projects without due regard to efficiency. Procedures were not always transparent and did not sufficiently demonstrate that the lags took decisions on an objective basis, free from conflicts of interest. The Commission has not yet demonstrated the effectiveness or efficiency of the expenditure, the added value achieved through following the leader approach, the extent to which the known risks have materialised or the real costs of implementation.

This publication aims, on one side, to clarify and deepen the knowledge of the social, economic and territorial effects of the LEADER approach, and, on the other, to analyze the importante of the participation of several stakeholders (young people and women) as well as some traditional activities –agriculture- or modern ones (tourism) linked all of them to the rich cultural and natural heritage of these areas. It also provides an in-depth study of the causes that lead to the generation of successful projects in the practice of neoendogenous rural development and also explores the reasons that cause certain projects to fail in the path towards LEADER support so that they are finally not implemented. In addition, it is shown the problems, results and best practices that cause the neoendogenous rural development in different areas inside of the European Union: Austria, Finland, France, Germany, Italy, Spain and United Kingdom. Thereby it helps to improve the decision-making in rural development, both on a local and regional scale. The multidisciplinary and international character of the authors, as well as the specificity of the research trajectory of each of them, in the analysis of rural development, enriches the publication and facilitates the different and critical reflections on the contributions, errors and meaning of the neoendogenous local development. Aggregated effects of a given RD programme at regional levels are estimated using the Rural Development Index (RDI) - a proxy describing the overall quality of life in individual rural areas. The weights of economic, social and environmental domains entering the RDI index (composite indicator) are derived empirically from the econometrically estimated intra- and inter-regional migration function after selecting the "best" model from various alternative model specifications (e.g. panel estimate logistic regression nested error structure model, spatial effect models, etc). The impacts of individual RD measures are analysed by means of a counterfactual analysis by applying combination of the Propensity Score Matching (PSM) (e.g. Kernel matching) and difference-in- differences (DID) methods (i.e. by comparing supported regions and matched control group, prior to the programme and after it).^Evaluation of programme effects (by programme measures) at regional level is carried out on the basis of the estimated policy parameters: Average Treatment Effects (ATE), Average Treatment on Treated (ATT) and Average Treatment on Untreated (ATU) effects by using the RDI Index and unemployment ratios as impact indicators. Given information on regional intensity 10 programme exposure (financial input flows by regions) the overall impact of obtained support via a given RD programme is estimated by means of a dose-response function and derivative dose-response function within the framework of a generalized propensity score matching (GPS). Furthermore, sensitivity" analysis (Rosenbaum bounds) is carried out in order to assess a possible influence of unobservables on obtained results (under a binary PSM methodology). Above methodologies are empirically applied to evaluation of the impact of the SAPARD programme in Poland and Slovakia in years 2002-2005 at NUTS-4 level.^Results show a full applicability of proposed approach to the measurement of the impact of rural development and structural programmes.
