Adopting a sociocultural perspective, it reveals how Tanzanian teachers understand the role of assessment in relation to their classroom practices, community and other factors. The book determines that although teachers in Tanzania generally consider assessment to be useful for evaluating and monitoring learning, improving student performance and for accountability, their assessment practices are rarely seen as directly supporting student learning; it is not that teachers do not know how to implement the mandated assessment reforms. Instead, they are reluctant to adopt and embrace the reforms because they consider them to be contradictory to their teaching roles, and overly burdensome, if not implausible, given the physical, economic and cultural contexts of teaching and learning. This book argues that improving traditional assessments, rather than radically transforming them, can be more effective for cultivating practices that suit the physical, political, economic and cultural contexts of Tanzanian schools. Highlighting the significance of sociocultural factors in educators’ professional practices, while also illustrating the major challenges in implementing global reform agendas in diverse contexts, it is a valuable resource for educators and scholars interested in development and educational reform in African contexts.

Book excerpt: During the last decade many developing countries have "diversified" their curricula at the secondary school level by introducing prevocational subjects alongside the traditional academic ones. The most often stated rationale for such education reform is to widen students' choice of future careers and thus make the school system more relevant to the world of work. But in spite of the popularity of such educational innovation, no comprehensive studies or empirical evaluations have been made of the effects of curriculum diversification on national development. This study consequently reports the results of an evaluation of diversified secondary school systems in Colombia and Tanzania. The results indicate that relative to the schools offering only conventional curricula, the diversified schools recruit more students from poorer origins and they impart higher cognitive skills to their graduates. However, graduates of such schools often cost more to educate than those of control schools and despite their superior cognitive skills they do not find jobs more easily and do not earn more than the graduates of control schools.

It is the first CERC volume to pay significant attention to the policies and politics of skills development. Kenneth King is an Emeritus Professor of the University of Edinburgh. He was based in and directed its Centre of African Studies for many years, and lectured on international perspectives in education and training in its School of Education. His research interests have addressed the politics and planning of skills development, including in the informal sector of the economy, aid policies towards education of both Western and Asian donors, and higher education cooperation. He founded NORRAG, the network for international policies and cooperation in education and training, in 1986, and edited NORRAG News until 2016. He was President of the British Association for International and Comparative Education (BAICE) from 2014-2016, and was one of the founding members of the UK Forum on International Education and Training (UKFIET).
