Book excerpt: Reducing urban-rural gaps in child health and nutrition is one of the most difficult challenges faced by many countries. This paper evaluates the impact of the Nutrition Improvement Program (NIP), a large-scale school meal program in rural China, on the health and nutritional status of compulsory education students aged 6-16. We use data from multiple rounds of the China Health and Nutrition Survey between 2004-2015 and implement a quasi-experimental approach exploiting cross-county variations in program implementation. We find that NIP participation is, on average, associated with a higher height-for-age z-score in the order of 0.22-0.42 standard deviations. The impacts are larger among students in a better health condition but small or not significant among the most disadvantaged. We do not observe heterogeneous effects across several individual and household characteristics. We also do not find significant effects on Body Mass Index-for-age and weight-for-age z scores. The results suggest that NIP partially improved students’ health over the first years of implementation, but more support is needed to achieve broader impacts that effectively reach all vulnerable students. Several robustness checks support our findings.

Book excerpt: The National School Lunch Program and the School Breakfast Program, administered by the Food and Nutrition Service of the U.S. Department of Agriculture (USDA), are key components of the nation's food security safety net, providing free or low-cost meals to millions of school-age children each day. Under the most commonly adopted provisions, USDA reimburses districts for meals served on the basis of data collected in a "base year," during which applications are taken. After 3 or 4 years, applications must be taken again to establish new base-year data, unless the district provides evidence that local conditions have not changed. A special provision that does not require applications to be taken every few years would reduce burden, be more attractive to school districts, and potentially increase student participation by expanding access to free meals. To support the development of such a provision, the Food and Nutrition Service asked the National Academies to study the technical and operational issues that arise in using data from the American Community Survey (ACS)-a new continuous survey replacing the long-form survey of the decennial census-to obtain estimates of students who are eligible for free and reduced-price meals for schools and school districts. Such estimates would be used to develop "claiming percentages" that, if sufficiently accurate, would determine federal reimbursements to districts for the schools that provide free meals to all students under a new special provision that eliminates the base-year requirements of current provisions.

Book excerpt: This study develops estimates of the efficacy of school nutrition programs in improving a broad range of dietary outcomes by comparing the nutritional status of students and their families during the school year with the status when school is out. The study finds evidence that children who have a School Breakfast Program (SBP) available consume a better overall diet, consume a lower percentage of calories from fat, are less likely to have a low intake of magnesium, and are less likely to have low serum levels of vitamin C and folate. For every outcome examined, SBP availability either promotes better outcomes or at the least does not promote worse outcomes. The results of this study suggest that the availability of an SBP has beneficial effects for children. This report describes the study's broad evaluation of the SBP and the National School Lunch Program (NSLP). The study used the National Health and Nutritional Examination Survey III (NHANES III)--a nationally representative data set that contains detailed information on food consumption, a complete clinical exam, and a laboratory report for respondents.
