The long-term aim is to develop "leapfrog" technologies that will provide Americans with greater freedom of mobility and energy security, while lowering costs and reducing impacts on the environment. This report reviews the results of the DOE VTO. It gives an assessment of the fuel and light-duty vehicle technologies that are most likely to be established, developed, and eventually commercialized during the next 30 years (up to 2045). Because of the rapid evolution of component technologies, this study is performed every two years to continuously update the results based on the latest state-of-the-art technologies.

Book excerpt: Recent technological advancements in mobility are creating many options for connecting citizens with employment, goods, and services, particularly in urban areas where modes such as bike and car shares, electric scooters, ridesourcing, and ridesharing are proliferating at a rapid pace. Analysis and tools for overall transportation planning are dominated by urban regional travel demand models whose roots in highway operations poorly reflect the system dynamics in denser areas where parking costs, convenience, and availability - not to mention sustainability concerns and quality of life - are driving people to an ever-greater spectrum of mobility services. In this paper, we present a new paradigm for evaluating mobility options within an urban area. First developed for the U.S. Department of Energy's Energy Efficient Mobility System research program, this metric is termed the Mobility-Energy Productivity (MEP) metric. At its heart, the MEP metric measures accessibility and appropriately weights it with travel time, cost, and energy of modes that provide access to opportunities in any given location. The proposed metric is versatile in that it can be computed from readily available data sources or derived from outputs of regional travel demand models. End times associated with parking, curb access, cost, and reliability and frequency of service need to be carefully considered to obtain an appropriate and accurate perspective when computing the metric. Ultimately, the MEP metric can be used to reflect the impacts of new mobility technologies (transportation network companies, electric scooters), business models (car shares and bike shares), and land-use practices (such as transit-oriented development) on sustainable urban mobility. This paper lays out the need, requirements, and framework for this new metric, and offers it, in collaboration with the American Society for Civil Engineers (ASCE), as a foundational metric for Smart City assessment.

Book excerpt: Despite the many benefits of energy, most of which are reflected in energy market prices, the production, distribution, and use of energy causes negative effects. Many of these negative effects are not reflected in energy market prices. When market failures like this occur, there may be a case for government interventions in the form of regulations, taxes, fees, tradable permits, or other instruments that will motivate recognition of these external or hidden costs. The Hidden Costs of Energy defines and evaluates key external costs and benefits that are associated with the production, distribution, and use of energy, but are not reflected in market prices. The damage estimates presented are substantial and reflect damages from air pollution associated with electricity generation, motor vehicle transportation, and heat generation. The book also considers other effects not quantified in dollar amounts, such as damages from climate change, effects of some air pollutants such as mercury, and risks to national security. While not a comprehensive guide to policy, this analysis indicates that major initiatives to further reduce other emissions, improve energy efficiency, or shift to a cleaner electricity generating mix could substantially reduce the damages of external effects. A first step in minimizing the adverse consequences of new energy technologies is to better understand these external effects and damages. The Hidden Costs of Energy will therefore be a vital informational tool for government policy makers, scientists, and economists in even the earliest stages of research and development on energy technologies.

Book excerpt: Throughout the 20th century, automobiles have shaped urban and suburban landscapes, especially in North America. Globally, the car-centric transportation paradigm has contributed to unprecedented issues in terms of air quality, fossil-fuel dependence, carbon emissions lock-in, traffic congestion, road safety, parking scarcity, serious public health concerns, and socioeconomic inequality. Nonetheless, in the United States the percentage of single-occupant vehicle (SOV) commuters has continued to rise since 1960 while the proportion of carpooling has decreased by more than half since 1980. Evolving mobility services, in conjunction with new behavioral insights, have motivated recent inquiries in how to best foster sustainable growth while reducing traffic congestion and improving health outcomes. Few studies have assessed their true effectiveness, unanticipated effects (e.g., 'dead-head' or 'empty-vehicle' ride-hailing trips) or measured their impact on a specific city (e.g., modal shift, changes in personal miles traveled/vehicle miles traveled). This effort aims to answer the following questions: to what extent can shared mobility help invert the trend of increasing SOV trips? What are the energy risks and benefits of shared mobility? How do interactions between technology, policy, urban design, and behavioral change shape the transition to energy-efficient transportation? To this end, an assessment framework for sustainable urban mobility is developed, incorporating behavioral metrics (percent active transportation, percent transit ridership, percent shared trips), energy use (vehicle miles traveled per capita, percent SOV trips) and urban planning (population density, average commute time). We apply this framework to three cities (Denver, CO; San Francisco, CA; and Paris, France) to evaluate the sustainability of their transportation systems and explore their potential for shared mobility. The influence of incentives, social norms, and public perceptions on the uptake of energy-efficient mobility is further investigated through a review of current policy initiatives and identified best practices. The results from these three cities show strikingly different profiles: SOV trips range from 70% in Denver to 30% in San Francisco and 17% in Paris while transit ridership is 7%, 25%, and 64% of trips, respectively. These figures seem to correlate strongly with population density and degree of mixed-use development, with a ten-fold increase in density from Denver to Paris. Factors such as urban governance structures and level of public transit service further help to explain the observed differences. The framework presented here will help understand the long-term impacts of novel shared mobility solutions to better inform future policy making and investments.

Book excerpt: The main objective of the study is the development of a model for the evaluation of the environmental and energy efficiency of the interaction (mobility) and land use structure (called as 'territorial functionality'), applied to the metropolitan area of Barcelona . In particular there are four points that underpin the model: a) a basic land use-transportation model (LUTM), b) a model for the energy consumption and environmental emissions produced by the territorial functionality, c) a model for the consumption of land produced by the territorial functionality (developed land), and d) assessment of social equity in access to urban activities, and exposure to environmental effects. The goodness of the proposed model is that is composed of empirical models (econometric), robust in their specific topic, but spatially disaggregated (municipality). With this structure is possible to evaluate the effects of functional changes (transport projects or urban planning) in the spatial structure of energy consumption, environmental emissions, and consumption of land, and also identifying the participation (responsibility) of different territories in these effects. It is a systemic and spatial view of the role that each territory plays in the functionality, and their responsibility in the environmental effects. The model is currently under construction, joining the calibrated models of consumption and environmental emissions to an existing transport model in the metropolitan area of Barcelona. This paper presents the mathematical model, and the indicators defined for characterizing the state of the territorial system, and a simple simulation of the possible analysis and results.

From 1970 to 2000, motorized mobility (passenger-km) has risen by 888%, compared with an 88% population growth (Singh,2006). This contributed to many energy and environmental issues, and an energy strategy incorporates efficiency improvement and other measures needs to be designed. Unfortunately, existing energy data do not provide information on driving forces behind energy use and sometime show large inconsistencies. Many previous studies address only a single transportation mode such as passenger road travel; did not include comprehensive data collection or analysis has yet been done, or lack detail on energy demand by each mode and fuel mix. The current study will fill a considerable gap in current efforts, develop a data base on all transport modes including passenger air and water, and freight in order to facilitate the development of energy scenarios and assess significance of technology potential in a global climate change model. An extensive literature review and data collection has been done to establish the database with breakdown of mobility, intensity, distance, and fuel mix of all transportation modes. Energy consumption was estimated and compared with aggregated transport consumption reported in IEA India transportation energy data. Different scenarios were estimated based on different assumptions on freight road mobility. Based on the bottom-up analysis, we estimated that the energy consumption from 1990 to 2000 increased at an annual growth rate of 7% for the mid-range road freight growth case and 12% for the high road freight growth case corresponding to the scenarios in mobility, while the IEA data only shows a 1.7% growth rate in those years.

Book excerpt: Methods for comparative evaluations of the Office of Transportation programs designed to help achieve significant reductions in the consumption of petroleum by different forms of transportation while maintaining public, commercial, and industrial mobility are described. Assessments of the programs in terms of petroleum savings, incremental costs to consumers of the technologies and activities, probability of technical and market success, and external impacts due to environmental, economic, and social factors are inputs to the evaluation methodologies presented. The methods described for evaluating the programs on a comparative basis are three ranking functions and a policy matrix listing important attributes of the programs and the technologies and activities with which they are concerned and include the traditional net present value measure which computes the present worth of petroleum savings less the present worth of costs. This is modified by dividing by the present value of DOE funding to obtain a net present value per program dollar, which is the second ranking function. The third ranking function is broader in that it takes external impacts into account and is known as the comprehensive ranking function. Procedures are described for making computations of the ranking functions and the attributes that require computation. Computations are made for the electric vehicle, Stirling engine, gas turbine, and MPG mileage guide program. (MCW).
