Book excerpt: Approximately one-third of all energy consumption and two-thirds of total energy expenditures at Department of Defense fixed facilities are electricity related. Electrical energy costs can be reduced by conserving electrical energy or by replacing electrical consuming devices with alternate fuel-driven mechanisms, e.g., by natural gas cooling. Use of state-of-the-art gas cooling technologies can reduce an installation's electric demand, provide domestic hot water, and lessen environmental impacts normally attributed to electric-driven chillers. This study evaluated absorption chillers, engine-driven chillers, and desiccant dehumidification systems as possible alternatives to electric cooling equipment at Air Force facilities. Site candidates were screened, economic costs/benefits analyses of applying gas cooling technologies at specific locations were done, and new equipment was purchased, installed, and tested at approved sites. Recommendations were made regarding the use of gas cooling technologies at Air Force facilities as a whole.

Book excerpt: Federal energy policies promote the increased use of clean-burning natural gas for industrial and commercial process applications, and it is anticipated that the Department of Defense (DoD) installations will join in this trend over the next decade. Public and private development efforts over the past few years have resulted in gas energy conversion technologies with improved efficiencies, reduced emission levels, and lower life cycle costs. Advanced natural gas technologies such as ultra-low emission burners, gas turbines, and natural gas cooling systems are likely to play an increasingly important role at DoD facilities. The Government already has a software tool, the Renewable and Energy Efficiency Planning (REEP) program, for evaluating alternative Energy Conservation Opportunities (ECOs) at United States military installations. However, there exists a need to incorporate new and evolving gas-fired energy conversion technologies in its database and to update evaluation algorithms as well as technical and economic performance characteristics for ECOs included in the current version of the REEP program. This report provides DoD facility engineers with a set of performance criteria for selected current and advanced natural gas technologies to be used to develop technology screening agents for the REEP program.

Book excerpt: Operation of space cooling equipment accounts for more than half of the annual peak electrical demand and a third of the total electrical energy consumed in a typical Army installation. As a means to reduce the peak electrical demand in kilowatts and electrical energy consumption in kilowatt-hours, a number of Army installations installed natural gas engine chillers during the 1990s through Congressional appropriations, the Federal Energy Management Program (FEMP), and installation operations and maintenance (O&M) funds. This report reviews field performance of these systems and provides a selection guide for cooling systems in the Army installations. Life-cycle cost analysis of chillers in three ranges of cooling capacity was conducted to determine the economical benefit of hybrid cooling systems. The capacity ranges are: less than 50 tons, 50-200 tons, and greater than 200 tons, which correspond to typical small administration buildings, barrack or large office buildings, and central cooling plant applications, respectively. The study results show that the electric-gas hybrid cooling system is recommended only when a favorable fuel cost rate is available for natural gas compared to electricity.
