Book excerpt: The overarching objective of this report was to determine, from current evidence and experiences from the region, a view of co-management application and performance. Among the findings of the review are: (1) Co-management is associated with positive trends across a range of social, ecological and governance indicators; (2) While overall trends in co-management performance are positive, between years the outcomes experienced by fishers and community members vary substantially between positive experiences and improvements and negative experiences and declines; (3) There is substantial variation in the systems to which co-management is applied and the degrees of inclusion, agency, influence and authority of managing partners; (4) Impacts of co-management on environmental and resource condition, and on the livelihood and economic conditions are determined as much by macro-level drivers of change as by co-management; (5) Initiatives associated with improved or alternative livelihoods were frequent; (6) A history of institutional and policy change created conditions enabling co-management arrangements; (7) Co-management is associated with improvements to representation and inclusion of resource users and beneficiaries; (8) National and international commitments have been made to progress gender equity, women’s empowerment, and socially inclusive processes and outcomes; but substantial challenges remain in meeting them; (9) Co-management is generally associated with higher levels of buy-in and compliance by resource users; (10) Monitoring and evaluation should move towards best practice impact evaluation techniques; (11) Co-management arrangements for fisheries are widespread, diverse, dynamic and supported by a range of institutional structures and organizations.

Book excerpt: The FAO Expert Workshop on Aquaculture Co-management gathered global experience and knowledge relevant to the definition and characterization of aquaculture co-management. The main objectives of the workshop were to: elucidate the concept of aquaculture co-management in terms of definition, rationale, scope, objective and underlying principles; discuss the effective implementation of aquaculture co-management; draft a methodology and the main steps to guide a successful implementation of co-management systems in aquaculture; and reflect on future sector developments and the role of co-management in aquaculture. The workshop took place in hybrid mode from 8 to 11 June 2022 in Kigali, Rwanda. Eighteen experts attended the workshop, with eleven attending in person and seven joining online. The main topics discussed included: (i) overview of the background document on Aquaculture Co-management; (ii) presentation of the concept and application scope, requirements and characteristics of aquaculture co-management; (iii) the models and practices to guide a successful implementation of co-management system in aquaculture; (iv) future sector developments and the role of co-management; (v) the monitoring and evaluation of aquaculture co-management; and (vi) the main steps to guide a successful implementation of aquaculture co-management. During the workshop, participants were presented with a draft rationale, a definition, principles and models of aquaculture co-management as outlined in a background document which was shared ahead of the event. They were then invited to provide advice on these elements of aquaculture co-management to establish a shared understanding of the concept and define a pathway for its further development. The expert input will be used to develop a methodology, produce a guidebook to establish aquaculture co-management systems, write case studies and conduct outreach activities.

Book excerpt: The project “Sustainable management of bycatch in Latin America and Caribbean trawl fisheries” was financed by GEF, implemented and executed by FAO. With an overall evaluation rating of Highly Satisfactory, the assessment has identified notable results in strengthening regional collaboration, improving legal frameworks and co-management mechanisms; successful trials of bycatch reduction devices; and building capacity, including of women. The global environment objective (GEO) and the project development objective (PDO) were partially achieved, reflecting the over-ambitiousness of the design. However, the enabling environment created, and the transformational results will contribute towards achievement of these objectives in the long-term. Strategic partnerships and the high level of stakeholder engagement including the private sector contributed to successful delivery. Recommendations include actions to be taken by the project partners and stakeholders to build on the project results to achieve sustainable, long-term impact; thematic areas for follow-up projects; more realistic project objectives and improvement in institutional arrangements and administrative procedures for future projects; sustaining partnerships; enhancing livelihoods and empowerment of women fish workers; and better communication and knowledge management.

Book excerpt: This publication presents the findings of the terminal evaluation of the project ‘Securing biodiversity conservation and sustainable use in China’s Dongting Lake Protected Areas’ implemented in China’s Hunan Province. The project was designed to address key barriers to biodiversity conservation. The conclusions highlighted the overall relevance of project design, contribution to biodiversity conservation and strengthening of institutions and networks and the adequate role played by the executing and implementing agencies. Nevertheless, a strong sustainability plan managing existing risks is needed to reinforce sustainability prospects further and certain delays were noted during project implementation that contributed to inefficiencies. Key recommendations made were on the sustainability plan that required finalization and addressing potential risks to long-term impact, the need for the social impact of biodiversity conservation efforts to be fully considered and systematically recorded and that the future project designs should be updated with operational partners to address any contextual changes.
