Book excerpt: This report documents the evaluation findings of the project “Strengthening community resilience to climate change in Blantyre, Zomba, Neno and Phalombe districts" - GCP/MLW/067/EC. The project created awareness to the effects of climate change, empowering community members with knowledge and skills on how to apply gender-responsive climate–sensitive practices for increased agricultural production. The communities adopted conservation and safeguarding biodiversity actions to address negative effects caused by floods, heavy winds and prolonged droughts. Some of the key transformational strategies introduced by the project towards anticipating and responding to the effects of climate hazards and shocks include managing and conserving soil, land, water, agro –forestry, and improving child care and overall food and nutrition security. A climate-sensitive and enriched farmer field school curriculum to guide training and sensitization of communities, a pool of trained facilitators, and village savings loan and livestock pass–on schemes are some of the elements to support absorption and adsorption capacity and sustain the benefits.

Book excerpt: This paper provides a quantitative impact assessment of the community-based integrated natural resources management project (CBINReMP) in the Lake Tana region in Ethiopia during 2011-2019. By promoting greater community participation, the CBINReMP provided support to watershed communities for the restoration of degraded soils and water sources, rehabilitation of forests, as well as in obtaining access to secure land titles and practices for climate change adaptation. The project further provided support towards diversification of incomes in off-farm activities and incentives for women’s empowerment and youth employment. This way the project aimed to support rural livelihoods through improvements in household incomes, dietary diversity, agricultural productivity, and resilience to climatic shocks, among other livelihood objectives. To assess the project’s impacts, the study had to deal with numerous methodological complications owing to as the project’s nature and design. The lack of a proper baseline survey, incomplete information about targeted watershed communities and often lack of clear distinction lines between the project’s interventions and support provided to communities through other mechanisms made it hard to identify the true impact of the CBINReMP. Four additional challenges had to be faced: possible selection biases because of non-random placement (targeting) of the project; self-selection of beneficiaries into receiving the project; possible spatial spill-over effects of project benefits to non-treatment communities, and the project’s phased rollout. A propensity-score matching procedure was adopted to assess the CBINReMP’s impacts by comparing treatment (beneficiary) and control groups outcomes related to the livelihood indicators listed above. This paper discusses how the mentioned complications were addressed to provide a sound assessments of the project’s true impacts. While certain limitations remain, the key finding that can be drawn with confidence is that the CBINReMP had only very limited, quantitatively verifiable impact on rural livelihoods. It seems to have contributed to higher household incomes and some greater dietary diversity, but only where the project managed greater community participation. However, even for those beneficiaries, livelihood conditions had not become significantly more productive, diversified, resilient, or sustainable than those of the comparison group. The paper ends with recommendations on how to avoid methodological obstacles through better design of the M&E framework for multi-intervention, community-based projects.

With an overall evaluation rating of Highly Satisfactory, the assessment has identified notable results in strengthening regional collaboration, improving legal frameworks and co-management mechanisms; successful trials of bycatch reduction devices; and building capacity, including of women. The global environment objective (GEO) and the project development objective (PDO) were partially achieved, reflecting the over-ambitiousness of the design. However, the enabling environment created, and the transformational results will contribute towards achievement of these objectives in the long-term. Strategic partnerships and the high level of stakeholder engagement including the private sector contributed to successful delivery. The project, implemented from 2014 to 2020, contributed to build the adaptive capacity of rural communities and reduce their vulnerability to climate change through micro-watershed management and climate resilient agriculture practices through interventions at national, sub-national and community levels. It was designed to address barriers at all levels (local to national) stemming from lack of awareness, knowledge, understanding and capacity concerning climate change adaptation and the absence of alternative livelihoods, particularly affecting rural women. The evaluation found that the project activities made some important steps in contributing to reducing vulnerability and increasing resilience for climate change adaptation in the pilot communes. While the project managed to implement many of the outputs, a number of issues and delays limited the effectiveness on-the-ground of this innovative yet ambitious project.

This is the first project of its kind for FAO Syrian Arab Republic, moving away from delivery of purely humanitarian support to implementation of more longer-term resilience building activities. It was an ambitious project combining humanitarian and resilience building activities. The operational context in which it was implemented was extremely challenging. FAO needs to consolidate its support to communities by selecting specific value chains and adopting an area-based approach in which multiple activities can be layered upon each other leading to more sustainable outcomes. In order to maintain its rightful leadership role of the Food Security Cluster, further investment is needed in coordination at the whole of the Syrian Arab Republic and hub levels.

The evaluation found that the projects contributed to an improvement in animal and agricultural production and strengthened social cohesion among the different communities. The evaluation also found that a multi-year funding mechanism is flexible and allows a transition from a humanitarian to a development approach if used efficiently. In its future programming, FAO should promote an integrated approach, targeting the same beneficiaries and enabling them to engage in productive activities and sustainable natural resource management. In fragile and emergency contexts, FAO should adapt its tools and procedures for more flexibility and adaptive management.

Rice production is dependent on water from irrigation canals, with most of Afghanistan’s irrigation infrastructure in disrepair, farmers are vulnerable. Between 2016 and 2018, FAO in Afghanistan (FAOAF) and the Ministry of Agriculture, Irrigation and Livestock (MAIL) rehabilitated irrigation infrastructure and laid the foundations of a virus-free potato seed industry in three provinces (Kunduz, Baghlan and Takhar). The project enhanced food production and contributed to the Government’s agricultural development and food security objectives. The evaluation recommends that future irrigation rehabilitation includes training to demonstrate improved cropping practices to help farmers build their resilience to external shocks. Training of potato farmers and enterprises involved in the industry will help determine the sustainability of the industry beyond the end of the project.

Book excerpt: Chile has a native forest that constitutes 18 percent of its continental surface area and over 60 million hectares of protected areas. The country is considered a global hotspot of conservation priority due to its endemism and a high degree of habitat loss. The loss of ecosystems could increase if economic development does not progressively adopt sustainability standards that create less of an impact on biodiversity. From August 2015 to May 2020, FAO implemented the project in order "to develop and implement an integrated monitoring and assessment system on carbon stocks and biodiversity in forest ecosystems (SIMEF) supporting the National Greenhouse Gases Inventory (INGEI) and the design of policies, regulations and SFM practices incorporating the REDD+ Programme and biodiversity conservation in forest ecosystems". The project established sound foundations that improve the monitoring of the conditions of forest ecosystems and, consequently, more robust information is generated and with greater frequency. It is worth highlighting the creation of an interinstitutional structure that will support the continuity of the SIMEF and the creation of a digital platform with five tools. The SIMEF is, at present, a regular programme of the Chilean State with a governance system and with a permanent annual budget. Given this, the sustainability of the achievements made in the project can be maintained and strengthened. However, a low level of appropriation of the system at local level was identified, which could affect its sustainability.

Notable results include: capacity building of technicians, relay producers, farmers and agro-pastoralists on good practices of adaptation to climate change, through the field-school approach; the establishment of a climate resilience fund that has allowed to finance micro-projects in rural area; the dissemination of agro-climatic information; trainings on adapted climate change practices at the farmfer field school (FFS) and agropastoral field school (APFS) level.

Book excerpt: FAO’s “Increasing smallholder productivity and profitability” (ISPP) project funded by the United States Agency for International Development (USAID) and implemented by FAO in Kenya had the objective to improve livelihoods through enhanced productivity, market linkages and better nutrition. The evaluation assessed the relevance of the project and the achievement and sustainability of results. The evaluation found increased technical capacity among farmers, but significant limitations to apply the knowledge. Increased access to diverse types of fruits and vegetables at household level was reported. Anecdotal evidence shows change of dietary habits. Farmers were trained on contract farming, negotiation skills, marketing strategies, financial access and agro-entrepreneurship, but access to markets remained a challenge across all value chains promoted, and equitability of support services could not be established. For future, similar projects, the recommendations include i) the establishment of a community-based collaboration platform to foster long-term sustainability; ii) framework and guidelines for gender mainstreaming; iii) enhancing operational transparency and adaptive management; iv) exit strategy with sustainability action plan; v) comprehensive support for access to markets; and vi) focus on monitoring, learning and evaluability when designing and implementing reporting mechanisms.
