Book Using Context sensitive Criteria to Evaluate Local and Regional Transportation Policy

Download or read book Using Context sensitive Criteria to Evaluate Local and Regional Transportation Policy written by Amy Zhang Fong and published by . This book was released on 2019 with total page 268 pages. Available in PDF, EPUB and Kindle. Book excerpt: As traffic congestion grows but existing roadway capacity remains fixed or limited, downtown congestion pricing offers potential as a tool to manage the transportation system. Though the idea is not new, congestion pricing has received a resurgence of attention in the United States in recent years because it could offer both congestion relief and transportation revenue. However, in order for a modern congestion pricing proposal to be politically feasible and publicly acceptable today it must be designed to offer more, such as equitable or progressive distribution of impacts, greenhouse gas emissions, and encouragement or support for alternate modes, including new mobility services. In Seattle, serious consideration of the implementation of congestion pricing by 2021 is underway, and numerous policy questions remain open. One which many anticipate, particularly the public, is the question of where congestion pricing revenue would be spent. It is likely that at least some of the revenue will be allocated for transit, but where should service improvements be targeted, both geographically and demographically, so that mobility and access are not impaired, particularly for the already transportation-disadvantaged, and so that multimodal travel is not just possible but preferable to driving? Could a regional partnership between transit agencies like Sound Transit and King County Metro and the City of Seattle secure transportation outcomes that align with both transit agencies’ ambitious service expansion goals and Seattle’s core equity, multimodal mobility, and climate goals? This thesis seeks to answer these questions by using a mix of statistical models of transportation system level of service and individual-level mode choice. These models are used to predict how travelers across the region would change their travel behavior in response to cordon pricing in Center City Seattle under two investment scenarios. It is projected that investing in transit broadly across the region by decreasing transit service times produces transportation system outcomes that advance both local and regional strategic goals more than concentrated investment on downtown Seattle roadways and transit could advance Seattle’s goals alone. Regional transit investment would decrease congestion more in Center City Seattle by improving transit access from outside Seattle into Center City, especially among neighborhoods with the lowest housing and transportation affordability, highest automobility, and highest transportation-related greenhouse gas emissions. Therefore, the findings strongly motivate that congestion pricing revenue in Seattle be spent on regional transit service improvement and expansion. Furthermore, the findings suggest that even regional transit investments that may not be directly linked to Center City will help to produce a mix of better transportation outcomes in Center City than concentrated investment would

Download or read book Contemporary Approaches to Congestion Pricing Lessons Learned from the National Evaluation of Congestion Pricing Strategies at Six Sites written by Carol Zimmerman and published by . This book was released on 2015 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This document represents the final report of the national evaluation of congestion reduction strategies at six sites that received federal funding under the Urban Partnership Agreement (UPA) and Congestion Reduction Demonstration (CRD) programs. The six sites, or "urban partners," were Atlanta, Georgia; Los Angeles, California; Miami, Florida; Minneapolis, Minnesota; San Francisco, California; and Seattle, Washington. Each site implemented a comprehensive policy response to urban congestion that included four essential components known as the "4 Ts": 1) tolling (or congestion pricing), 2) enhanced transit services, 3) telecommuting and other transportation demand management (TDM) strategies, and 4) advanced technology. The U.S. Department of Transportation sponsored an independent national evaluation of the multi-year, multi-site demonstration of congestion pricing and other supporting strategies. The contents of this "lessons learned" report are derived from the national evaluation and represent a cross-cutting review and assessment of the impacts of the six projects. The findings will be useful to state and regional agencies interested in advancing new congestion pricing programs or expanding programs already in place. The report notes the strategies that worked well across sites and those that did not. The findings are presented in the following sections: Growth and Change in Usage, Congestion Performance, Transit Performance, Telecommuting and TDM Performance, Environmental Impacts, Benefit-Cost Analysis, Equity and Congestion Pricing, Technology Performance, The Deployment Experience, Operational Impacts, and the Long-Term Effects of the UPA/CRD Projects at the Six Sites.

Book excerpt: As Philadelphia continues to grow, it will become increasingly important for the city to mitigate existing congestion as well as future growth in a way that improves the livability of the city while continuing to promote economic development. This study aims to determine the necessity and feasibility of congestion pricing in Philadelphia, Pennsylvania. Through case study evaluations of London, Stockholm and New York City as well as an in-depth evaluation of the Philadelphia condition, I ask: if congestion pricing would alleviate congestion in Philadelphia, if congestion pricing is feasible in Philadelphia, and why Philadelphia does not need congestion pricing. Based on a review of literature related to emissions and climate change, transportation policy, and public perceptions of congestion pricing schemes around the world, interview questions were developed for industry professionals. From there, quantitative data related to vehicle miles traveled, travel times, economic indicators and commuting patterns were analyzed. Analysis of the quantitative and qualitative data was used to develop a framework for future development of a congestion charge as well as a preliminary plan for a congestion charge in Philadelphia. Ultimately, this study concludes that congestion pricing is feasible in Philadelphia but is not yet needed. However, given the trajectory of automobile use, it is recommended that Philadelphia begin the process of evaluating and developing a plan for congestion pricing to be implemented in the future. Further research is needed to determine priorities for Philadelphians in terms of congestion management as well as the specific design elements of the charging scheme.

Book Urban Traffic Congestion Pricing

Download or read book Urban Traffic Congestion Pricing written by Xun Fang and published by . This book was released on 2021 with total page 53 pages. Available in PDF, EPUB and Kindle. Book excerpt: Traffic congestion has become one of the most pressing problems for metropolitan cities around the world. Hence, the introduction of congestion pricing is often debated in many larger cities, yet only few have successfully implemented it so far. This thesis reviews the contemporary body of literature over the past decade and real-world applications of urban traffic congestion pricing. Through a systematic literature search and classification process, three overarching themes are identified: 1) the effectiveness of congestion pricing practices; 2) main obstacles including public acceptability and equity concern; and 3) scheme optimization. This study further identifies secondary effects as the neglected area that require more attention in future research. Based on the findings, the study analytically discussed three influential real-world cases: Milan, Gothenburg, and New York City. The high public acceptability of Milan’s Area C plan can be explained from its detailed scheme design. The case in Gothenburg is criticized for hasty implementation and lack of in-depth research and detailed scheme design. New York City has experienced tortuous process before the final approval, and it will still face the challenge of equity concern. Based on the literature review and discussion of real-word applications, this study concludes political support is one determining factor of congestion pricing implementation which is as important as public acceptability. Additionally, the significant influential impacts between cases are identified as one propulsion for future development. Finally, prospects for widespread implementation in developing cities and American cities are explored and assessed as challenging.

Book Technologies and Approaches to Reducing the Fuel Consumption of Medium and Heavy Duty Vehicles

Download or read book Technologies and Approaches to Reducing the Fuel Consumption of Medium and Heavy Duty Vehicles written by National Research Council and published by National Academies Press. This book was released on 2010-07-30 with total page 251 pages. Available in PDF, EPUB and Kindle. Book excerpt: Technologies and Approaches to Reducing the Fuel Consumption of Medium- and Heavy-Duty Vehicles evaluates various technologies and methods that could improve the fuel economy of medium- and heavy-duty vehicles, such as tractor-trailers, transit buses, and work trucks. The book also recommends approaches that federal agencies could use to regulate these vehicles' fuel consumption. Currently there are no fuel consumption standards for such vehicles, which account for about 26 percent of the transportation fuel used in the U.S. The miles-per-gallon measure used to regulate the fuel economy of passenger cars. is not appropriate for medium- and heavy-duty vehicles, which are designed above all to carry loads efficiently. Instead, any regulation of medium- and heavy-duty vehicles should use a metric that reflects the efficiency with which a vehicle moves goods or passengers, such as gallons per ton-mile, a unit that reflects the amount of fuel a vehicle would use to carry a ton of goods one mile. This is called load-specific fuel consumption (LSFC). The book estimates the improvements that various technologies could achieve over the next decade in seven vehicle types. For example, using advanced diesel engines in tractor-trailers could lower their fuel consumption by up to 20 percent by 2020, and improved aerodynamics could yield an 11 percent reduction. Hybrid powertrains could lower the fuel consumption of vehicles that stop frequently, such as garbage trucks and transit buses, by as much 35 percent in the same time frame.
