With the ratification of the UN Convention on the Rights of the Child, many have turned to civic engagement methodologies to create opportunities for young people to have a voice in decisions that affect them. With the dissemination of youth civic engagement practice, there is a need to evaluate these efforts to satisfy funders, stakeholders, and participants. As a social innovation, youth civic engagement efforts present unique issues to evaluation and invite innovative and participatory evaluation designs. This volume brings together experienced evaluators, evaluation and youth civic engagement scholars, and civic youth workers to inform evaluation designs for youth civic engagement practice and programs. The book uses the US Center for Disease Control's framework for evaluation process, and explores issues, questions, and choices an evaluator can make when designing an evaluation of youth civic engagement practices. The heart of the book includes case studies written by professional evaluators, evaluation and youth scholars, and youth workers to define issues for each stage and provide guidance for others who want to design a robust, rigorous, and responsive evaluation for youth civic engagement initiatives and practices. The final chapters of the book provide straightforward and clear guidance for beginning to intermediate evaluators when designing and conducting evaluation studies.

Book excerpt: This book uses survey data from all accepted applicants to Teach for America 1993-98 to assess the longer-term effect of youth service on participants' current civic attitudes and behaviors. While TFA "graduates" score higher than the two comparison groups – "dropouts" and "non-matriculants" – on a broad range of attitudinal items measuring civic commitment, these differences appear to be less a byproduct of the TFA experience than a reflection of current involvement with the TFA organization. Moreover, the attitudinal differences are not reflected in actual civic behavior. Specifically, graduates lag behind non-matriculants in current service activity and generally trail both non-matriculants and drop-outs in self-reported participation in five other forms of civic/political activity measured in the study. Graduates also vote at lower rates than the other two groups. Finally, fewer graduates report employment in "pro-social" jobs than either non-matriculants or drop-outs. The authors close by speculating on what mechanisms may help explain variation in the long-term effects of youth service or activist experiences.

Civic engagement, social cohesion, and other dimensions of social capital affect social, economic and health outcomes for individuals and communities. Can these be measured, and can federal surveys contribute toward this end? Can this information be collected elsewhere, and if so, how should it be collected? Civic Engagement and Social Cohesion identifies measurement approaches that can lead to improved understanding of civic engagement, social cohesion, and social capital - and their potential role in explaining the functioning of society. With the needs of data users in mind, this report examines conceptual frameworks developed in the literature to determine promising measures and measurement methods for informing public policy discourse. The report identifies working definitions of key terms; advises on the feasibility and specifications of indicators relevant to analyses of social, economic, and health domains; and assesses the strength of the evidence regarding the relationship between these indicators and observed trends in crime, employment, and resilience to shocks such as natural disasters. Civic Engagement and Social Cohesion weighs the relative merits of surveys, administrative records, and non-government data sources, and considers the appropriate role of the federal statistical system. This report makes recommendations to improve the measurement of civic health through population surveys conducted by the government and identifies priority areas for research, development, and implementation.
