Book excerpt: La propuesta tiene su sustento en la base del concepto de Desarrollo Gerencial, que: establece que toda organizacion atraviesa por diferentes etapas de cresimiento y maduracion desde su fundacion y/o inicio que generalmente presenta una situacion incipiente, hasta el desarrollo pleno, en el cual alcanza su mas alto rendimiento y su mas alto grado de madurez. Los distritos de salud, del municipio de La Paz, son organizaciones, que presentan una unidad de gerencia y el segundo nivel del componente de modelo de gestion, administracion y jurisdiccion territorial de acuerdo al plan estrategico de Salud, por tanto las entidades sujetas de ese tipo de Evaluacion de Desarrolllo Gerencial (EDG)la cual deveria sewr una actividad periodica y sistematica que permita identificar a traves de la verificacion de la etapa en la que se encuentra, medidas que orienten mejoras gerenciales, es decir, la adopcion de medidas con el fin de fortalecer la capacidad gerencial y lograr una etapa de madurez que contribuya desididadmente a cumplir y lograr los impactos deseados en la poblacion a la que presta sus servicios. Por las caracteristicas que tiene la evaluacion de desarrollo gerencial, la metodologia utilizada en este trabajo es de tipo descriptivo analitico. Los resultados muestran que cuatro de los distritos se encuemtran en una etapa inicial dentro del desarrollo gerencial y uno en etapa de crecimiento, el factor mas importante para este poco grado de desarrollo gerencial es la falta de descentralizacion de los Distritos con relacion al Servicio Departamental de Salud. Como consecuencia tampoco existe el desarrollo de los modelos gerenciales ni uso de sus instrumentos, situacion que agravada por la falta de un referente juridico con relacion a uno de los actores principales del sector salud, como es hoy en dia el Municipio.(AU).
