Book excerpt: Dentro de los desastres naturales, los sismos son los más destructivos en términos de pérdidas humanas y materiales. Tan sólo en el periodo 2000-2007 se perdieron, debido a sus efectos, cuatrocientos treinta mil vidas humanas a nivel mundial (USGS, 2007). En 2007, en México, se presentaron 31 sismos con magnitud Richter mayor a 5.0 y 4 sismos con magnitud Richter mayor a 6.0 clasificados como de daño moderado y destructivos, respectivamente (SSN, 2008). Desafortunadamente y a pesar de los esfuerzos que se han realizado por reducir las consecuencias de los sismos (diseño sísmorresistente, simulacros, etc), se espera un incremento en la cantidad y la magnitud de los daños que se producen a partir de la ocurrencia de dichos fenómenos. Este incremento se deberá, por una parte, a la expansión demográfica hacia zonas de actividad sísmica y por otra a la falta de aplicación de las normas para diseño sísmico, especialmente en edificaciones diseñadas y/o construidas por personas no capacitadas (Milutinovic & Petrovsky, 1990). La evaluación de estos daños es una actividad crítica que debe ser planificada y diseñada con anterioridad para realizarse de manera eficiente y efectiva. El objetivo de la evaluación de daños es determinar si las edificaciones que soportaron el sismo pueden seguir siendo utilizadas normalmente o si su uso debe estar restringido de manera parcial o total. Distintas metodologías de evaluación han sido desarrolladas a nivel mundial destacando el método del Applied Technology Council ATC-20 (1979), el método Yugoslavo (1984), el método Japonés (1985), el método Mexicano (1988), el Método Italiano (2000) y el Método de Bogotá (2002), entre otros. Cada una de estas metodologías ha sido desarrollada y mejorada a partir de experiencias previas de sismos presentados en las distintas regiones del mundo. Sin embargo, la mayoría de estos procedimientos fueron creados para un país o región en particular y por lo tanto su aplicación tal cual en otras regiones del mundo está limitada. Esta limitación obedece por una parte a los cambios que existen en los sistemas constructivos utilizados en los diferentes países y por otro a la zonificación de las ciudades que es realizada y utilizada en el procedimiento de evaluación. A pesar de que el método mexicano de evaluación, considerado una mejora de los métodos Yugoslavo, ATC-20 y del Japonés, es uno de los más desarrollados a nivel mundial, tiene entre otras, las siguientes deficiencias o limitaciones: (1) Está enfocado a la Ciudad de México y su zonificación debido a que fue creado a partir del sismo de 1985 por encargo del entonces Departamento del Distrito Federal; (2) No define quién o quiénes son los responsables de la evaluación en caso del desastre y solamente menciona las profesiones que deberán de tener; (3) No cuenta con una herramienta computacional que permita el rápido procesamiento y eva.luación de la información recabada.

Figures and photographs illustrate situations that can increase disaster vulnerability in health facilities. Examples are given of how countries in Latin America have conducted vulnerability assessments and applied specific disaster mitigation measures in their hospitals and health centers.
