El contenido se puede clasificar en dos grandes partes. La primera presenta un panorama histórico jurídico-normativo internacional relacionado con el derecho al agua, el acceso y saneamiento y un acercamiento hacia lo que se denominaría años más tarde la herramienta de PSA. La segunda parte expone una comparación de experiencias exitosas en tres países (Colombia, Ecuador y Costa Rica) con el propósito de ilustrar la evolución normativa que ha tenido en la última década la implementación de herramientas como el PSA. Se describen los rasgos generales de cada una de las experiencias, la normativa que el país ha establecido y los desafíos y aciertos producto de la reflexión de expertos y expertas que han participado en los ejercicios de implementación. Si bien se presentan resultados exitosos, los autores/as asumen que no todo está dicho. Por ende, consideran que este libro será de gran ayuda para investigadores/as interesados/as en el tema a fin de brindar herramientas que servirán de base para el desarrollo normativo ajustado a cada uno de los contextos en América Latina.

Book excerpt: The IWA Task Group for Mathematical Modelling of Anaerobic Digestion Processes was created with the aim to produce a generic model and common platform for dynamic simulations of a variety of anaerobic processes. This book presents the outcome of this undertaking and is the result of four years collaborative work by a number of international experts from various fields of anaerobic process technology. The purpose of this approach is to provide a unified basis for anaerobic digestion modelling. It is hoped this will promote increased application of modelling and simulation as a tool for research, design, operation and optimisation of anaerobic processes worldwide. This model was developed on the basis of the extensive but often disparate work in modelling and simulation of anaerobic digestion systems over the last twenty years. In developing ADM1, the Task Group have tried to establish common nomenclature, units and model structure, consistent with existing anaerobic modelling literature and the popular activated sludge models (See Activated Sludge Models ASM1, ASM2, ASM2d and ASM3, IWA Publishing, 2000, ISBN: 1900222248). As such, it is intended to promote widespread application of simulation from domestic (wastewater and sludge) treatment systems to specialised industrial applications. Outputs from the model include common process variables such gas flow and composition, pH, separate organic acids, and ammonium. The structure has been devised to encourage specific extensions or modifications where required, but still maintain a common platform. During development the model has been successfully tested on a range of systems from full-scale waste sludge digestion to laboratory-scale thermophilic high-rate UASB reactors. The model structure is presented in a readily applicable matrix format for implementation in many available differential equation solvers. It is expected that the model will be available as part of commercial wastewater simulation packages. ADM1 will be a valuable information source for practising engineers working in water treatment (both domestic and industrial) as well as academic researchers and students in Environmental Engineering and Science, Civil and Sanitary Engineering, Biotechnology, and Chemical and Process Engineering departments. Book excerpt: This work originated in a research project for the measurement and analysis of income distribution in the Latin American countries, undertaken jointly by the Economic Commission for Latin America and the World Bank. The present paper presents estimates of the extent of absolute poverty for ten Latin American countries and for the region as a whole in the 1970s, on the basis of available household surveys and population censuses. They are based on country-specific poverty lines representing minimum acceptable levels of private consumption, drawn according to a food-based method. Such poverty lines - ranging from 150 to 250 dollars of annual household consumption per capita - express a normative definition of the absolute dimensions of poverty, partly based on expert appraisals and partly reflecting the actual behavior of low income households facing the life style projected by Latin American development. According to these estimates, 40 percent of Latin American households were poor at the beginning of the 1970s, the incidence of poverty being 26 percent in urban areas and 60 percent in rural areas. Urban poverty extended to more than one-third of urban households in some countries (Brazil, Colombia, Honduras) while affecting between 20 and 30 percent in others (Peru, Mexico, Venezuela), about 15 percent in Costa Rica and Chile and less than 10 percent in Argentina and Uruguay. The extent of poverty in rural areas would not be less than 20 percent in any case and would reach more than 60 percent in some countries. The corresponding poverty gaps were also estimated; in terms of total household income, they may represent manageable proportions (around 2-3 percent) in the better-off countries, but are in the 4-8 percent range in the bigger countries of the region and reach as much as 12 percent in Peru and 17 percent in Honduras.
