Diversos autores y fuentes oficiales como el Conacyt concuerdan en que México es un país que compra tecnología. Con frecuencia, dicha tecnología es obsoleta o se ha vuelto obsoleta por la falta de la actualización constante que requiere. Esto es un factor que ha contribuido de manera importante ha frenar la competitividad del país ante una economía mundial globalizada. Internacionalmente se han hecho esfuerzos para estructurar modelos adaptados a las condiciones particulares de los países que les permitan a estos alcanzar altos niveles ícuiulógicos cu ciertos campos. Por ejemplo, hemos visto en el pasado como Japón a base de transferir y adaptar eficientemente tecnologías de punta que provenían de otros países, desarrolló tal conocimiento que ahora es considerado líder de ciertos mercados tecnológicos e industriales. Un caso más reciente es el que actualmente podemos observar en Corea, quien siguiendo el modelo de Japón, logró generar productos competitivos y llegar a la frontera del conocimiento tecnológico en ciertos mercados, con lo que han elevado el nivel de competitividad del país. Ahora parece que están muy cerca de la verdadera innovación que los llevaría a ser líderes en el desarrollo de algunas tecnologías. En México existen esfuerzos exitosos de parte de algunas compañías (nacionales y transnacionales), universidades y centros de investigación enfocados a adaptar o aplicar modelos de innovación estadounidenses o europeos. Sin embargo, el enfoque de éstos ha sido dirigido con mayor frecuencia hacia las grandes compañías, las cuales trabajan en un entorno similar al que existente en países desarrollados, (buena capacidad financiera, preparación académica, infraestructura empresarial, políticas gubernamentales, cultura, etc.). Las condiciones anteriores son difíciles de encontrar en el ámbito particular de las pequeñas y medianas empresas (Pymes) industriales mexicanas. También normalmente las Pymes no tienen la infraestructura para accesar los medios que les permitan ser tomados en consideración en los planes nacionales de apoyo tecnológico, a pesar de que es internacionalmente reconocido que estas representan una parte importante de la economía y por lo tanto son componentes esenciales en la fórmula de competitividad general del país. El presente estudio propone evaluar los elementos de los modelos formales o informales que han seguido las Pymes industriales regiomontanas para transferir y adaptar sus tecnologías de proceso o producto, manteniendo siempre un enfoque de sus condiciones particulares.

Book excerpt: Este análisis inicia detallando la sinergia presentada por la aplicación conjunta del análisis de patentes y los roadmaps, mostrando los elementos producto de esta interacción. Posteriormente se analizará por separado cada herramienta utilizada dentro del método, mencionando los logros alcanzados y problemas encontrados durante el caso de estudio. Para el modelo propuesto se desarrolló un método el cual incluía la aplicación de un software de análisis de patentes y roadmaps como fuente principal de información. El enfoque de estos análisis fue hacia un producto en particular, en este caso un sistema de iluminación basado en LEDs, con el objeto de evaluarlo y compararlo contra los productos anteriormente desarrollados, los que actualmente se comercializan, y con respecto a los posibles avances tecnológicos que desarrollará la industria de la iluminación basada en semiconductores. Se tuvo como propósito demostrar por medio del caso de estudio que la aplicación conjunta de estas herramientas aumentaba el rango temporal de análisis y en consecuencia se incrementaría el valor estratégico de los análisis de la tecnología de interés. Observando los resultados de dicho es posible concluir que dicha sinergia existe. Ya que: El análisis de patentes permitió conocer actividades pasadas y parcialmente las del presente, debido a una brecha temporal entre la solicitud y la publicación de la patente, por lo que con esta herramienta no se tenían elemento suficientes para conocer qué sucederá en el futuro de la industria, solamente las tecnologías pasadas y sus aplicaciones. Es en este punto donde los roadmaps fueron de importancia, pues el contar el consenso de los expertos por medio de los roadmaps permitió identificar aquellos elementos significativos que deben ser analizados, y con ello reducir el tiempo invertido en un análisis de las patentes. Además, dichos roadmaps sirvieron para definir metas en términos de especificaciones para el desarrollo de un producto final que pueda ser competitivo en un futuro. Dentro del modelo se le dio particular importancia a la generación y administración de las palabras clave, desarrollándose un método de selección y administración de dichas palabras. Se aprovechó de las funcionalidades del software seleccionado para buscar palabras truncadas. Permitió generar un acervo basado en 4 criterios de clasificación que durante el desarrollo de la tesis fue nutriéndose de otras fuentes de información Produjo la identificación de tecnologías clave (drivers, packages y dimmers). The diversity of economic and political systems represented in the group was matched by our occupations, which stretched from science policy practitioners, through research scientists and engineers, through academic observers of science and science policy. It was this diversity, along with the opportunities for infonnal discussion provided by long meals and remote location, that made the conference a special learning experience.
