En su emergencia tuvo una influencia decisiva el movimiento de la accountability, o rendición de cuentas, que en el contexto anglosajón propició la obligación de que las instituciones educativas informaran periódicamente a la comunidad de sus logros y resultados, haciendo realidad el “derecho a saber”. A su implantación y desarrollo contribuyeron en gran medida las políticas educativas que abordaron, en los años noventa, la reforma de los sistemas educativos de cara a afrontar la mejora de su calidad. En el contexto de estas nuevas exigencias y condiciones, no cabe duda que la teoría y práctica de la evaluación institucional y de los docentes han ido adquiriendo un protagonismo estelar, como base sobre la que sustentar y legitimar las directrices de las políticas educativas que a nivel nacional se ponen en juego, para fundamentar las decisiones que necesitan tomarse en la conducción de los sistemas educativos, o para proveer a los centros y profesores de herramientas y datos que, además de facilitarles el conocimiento de sus quehaceres, les permitan profundizar en sus desarrollos institucional y profesional. A través de diez temas se hace un recorrido por los contenidos más relevantes del estado actual de estos dos ámbitos de evaluación. En una primera parte, temas 1 y 2, se analiza la conformación de este campo profesional de estudio e investigación y se clarifican sus bases teórico-conceptuales y los presupuestos de las distintas tradiciones científicas que fundamentan las diferentes propuestas y modelos de evaluación de centros y profesores. Las partes segunda y tercera están dedicadas monográficamente al estudio de cada uno de los ámbitos. Tanto en los centros, temas del 3 al 6, como en el profesorado, temas del 7 al 10, se empieza con la presentación de las orientaciones y perspectivas desde las que se pueden abordar la evaluación, y se finaliza con las características y experiencias de la evaluación institucional y del profesorado en el contexto universitario.
