Fragmentation has quickly become a field separate from general ecology. which underscores the severity of the situation since we as a planet are rapidly losing habitat of all types to human disturbance. Getting ecologists. particularly primatologists. to admit that they study in fragments is not easy. In the field of primatology. one studies many things. but rarely do those things (genetics. behavior. population dynamics) get called out as studies in fragmentation. For some reason "fragmentation primatologists" fear that our work is somehow "not as good" as those who study in continuous habitat. We worry that perhaps our subjects are not demonstrating as robust behaviors as they "should" given fragmented or disturbed habitat conditions. I had a colleague openly state that she did not work in fragmented forests. that she merely studied behavior when it was clear that her study sites. everyone of them. was isolated habitat. El espíritu de la EAE consiste en integrar primero el medio ambiente en el proceso de formulación de políticas, planes y programas (PPP), en verificar después la realidad de ello y en hacer público el resultado. La integración implica incorporar sensibilidad, conocimiento, criterio y compromiso ambiental al proceso de elaboración de PPP. La verificación comporta dos facetas: comprobar que efectivamente se ha hecho un esfuerzo de integración ambiental en la elaboración del PPP y evaluar el resultado conseguido a través de la identificación, valoración, prevención y seguimiento de los impactos que se producirían en caso de ejecutarse. Por consiguiente, intervenir con solvencia y autoridad en el procedimiento de EAE exige una buena formación en materia de planificación y en particular sobre: 1. El concepto y el espíritu de la EAE. 2. La legislación que la regula. 3. Qué es un plan y cómo se hace. 4. Los principios de sostenibilidad y los criterios de integración ambiental. 5. La "lectura" del "entorno" de una política, plan o programa. 6. Integración de los dos puntos anteriores en la elaboración de la política, plan o programa. 7. Elaboración del documento técnico en que se basa la EAE: Informe de Sostenibilidad Ambiental. 8. El proceso de participación pública, consustancial a la EAE. 9. Una serie de técnicas inevitables para realizar las tareas anteriores. Este es el contenido de la presente obra, a cada uno de cuyos puntos se dedica un capítulo, que se completa con la presentación de algunos casos reales.

Book excerpt: El libro que me complace presentar es el resultado de la investigación "Medio ambiente y ordenación del territorio" que el Grupo de Investigación en Derecho del Medio Ambiente de la Universidad Externado de Colombia proyectó con el objetivo de identificar y estudiar los conceptos de planificación y plan, así como algunos ejercicios de ordenación del territorio y de planificación ambiental desarrollados en España y en Colombia, con el fin de identificar el marco jurídico y las políticas públicas que se han desarrollado en la materia, y verificar sus logros y dificultades. Antes de describir el contenido y la estructura del documento partimos por indicar que desde el punto de vista terminológico ordenar implica "Colocar algo o a alguien de acuerdo con un plan o de modo conveniente" , "Encaminar y dirigir algo a un fin" (DRAE, 2014). Entendemos que si nos referimos a la ordenación hablamos de un proceso por medio del cual se ordenan las cosas o los elementos de manera tal que, de llevarse a cabo las etapas identificadas en un plan, se logra el fin que previamente se ha proyectado y delimitado. Ahora bien, siendo el territorio la base sobre la cual se desarrollan múltiples actividades humanas que se ejercen conforme a las delimitaciones determinadas por el ordenamiento jurídico sobre el que se construye el Estado social de derecho, es necesario que además de las herramientas definidas en el marco normativo se construyan y desarrollen instrumentos de planificación y ordenamiento del territorio que le permitan al Estado prescribir una serie de procedimientos que lo impulsen a alcanzar sus objetivos sustanciales.

Tiene como propósito conocer y avalar las formas de participación ciudadana que vienen generando acciones de preservación de los derechos colectivos y ambientales con incidencia en la sociedad civil y la cohesión sostenible del territorio. Así, se privilegia la voz de los actores sociales que se encuentran sujetos a las condiciones de cambio económico estructural, producto del aceleramiento de la industrialización, la explotación de recursos y la urbanización, además de la consecuente disminución y afectación de ecosistemas estratégicos y recursos vitales, la amenaza del cambio climático y las actuales circunstancias de vulnerabilidad social y pobreza. Los hallazgos y aprendizajes servirán para retroalimentar la contribución de nuevos emprendimientos socioambientales en la orientación de políticas ambientales, diseño e implementación de sistemas de monitoreo y valoración de la gestión, desarrollo de nuevas líneas de investigación y en la formulación de programas y proyectos ambientales que contribuirán de manera eficaz en la sostenibilidad de los territorios en estos dos municipios.
