Book excerpt: This book fills an existing academic literature gap by providing a sound and synthetic analysis on the process of European Territorial Cooperation over the last 30 years. This follows from the support from the former EU INTERREG Community Initiative, since 1989, later transformed into the second main goal of EU Cohesion Policy, by 2007: European Territorial Cooperation - ECT. In order to present the ECT process in a more comprehensive manner, and to be the main literature reference regarding this process in the decades to come, this book is divided into four different sections and 12 chapters. The first section summarizes the main impacts and added-value from ETC experiences while proposing the elevation of the ETC goals within EU Cohesion Policies. The second section addresses the process of cross-border cooperation, and namely its impact in reducing border obstacles and supporting ever growing number of cross-border entities. The third section elaborates on the second most important ETC process (transnational cooperation) with a similar approach. Finally, a last section debates the future scenarios for this process in Europe.

Book excerpt: This book provides a stocktake and comparative socio-legal analysis of law enforcement cooperation strategies in four different regions of the world: the European Union (EU), North America, Greater China and Australasia. The work analyses law enforcement cooperation mechanisms within the socio-legal framework of global normmaking. The strategies addressed range from legal frameworks facilitating cooperation to formal and informal police networks and cooperation practices. The study also takes into account crime-specific engagement, for example campaigns focusing on drug crimes, terrorism, financial crime, kidnappings and other offences. It explores challenges in policing practice and human rights protection in each region that could be countered by existing strategies in another. As regions usually develop more advanced cooperation mechanisms than exist at a global scale, strategies found in the former could help find solutions for the latter. To map existing strategies and assess their impact on both human rights and policing practice this study relies on an assessment of the primary and secondary literature sources in each region as well as interviews with practitioners ranging from senior police officers to prosecutors, government officials, customs and military staff. This book presents a valuable resource for academics and postgraduate students, as well as policing and criminal justice practitioners, government officials and policy makers.

Similarly, many European cities and regions have adopted policies to support and develop these industries and their local support infrastructures. However this policy-making agenda implicitly incorporates (and indeed often conflates) elements of cultural and creative industries, the creative class and so on, which are typically employed without due consideration of context. Thus a better understanding is required. To this end, this book features eight research papers, split evenly with regard to geographical focus between the UK and continental Europe (the latter covering Spain, Germany, France, Luxemburg and Belgium individually and in combination). There is also a similar division in terms of those focusing primarily on the policy level (the chapters of Clifton and Macaulay, Mould and Comunian, Pareja-Eastaway and Pradel i Miquel, Perrin) and those of the individual creative actor (the chapters of Alfken et al, Bennett et al, Wedemeier and Brown). By studying the impact of the three explanatory categories – the historical legacy, interdependence and asymmetry – on the bilateral relationship, the book explores the patterns of cooperation and identifies the driving forces and hindering factors of the bilateral relationship. Covering the Polish–German relationship since 2004, it demonstrates, in a systematic way, that it does not qualify as embedded bilateralism. The relationship remains historically burdened and asymmetric, and thus it is not resilient to crises.
