Book excerpt: This book examines Europeanization in the European Economic Area (EEA), exploring whether non-member states can have an input into EU decision-making and whether the EU can successfully export its policies within the framework of the EEA. Iceland, Norway and Liechtenstein, while not EU member states, are members of the European Free Trade Association (EFTA) and signatories of the EEA Agreement. The Agreement allows participation in the EU’s internal market but also requires extensive and continuous adaptation to EU rules. Whilst existing literature is limited mainly to the EU’s impact on its own member states or neighbours to the east, this book extends the study of Europeanization to the EEA, exploring whether Iceland, as a non-member state, can have an input into EU decision-making and, conversely, whether the EU can ensure that its policies are adhered to outside of its borders. The author argues that, although the EEA Agreement is not without its challenges, it has proved considerably more resilient than originally expected. This raises the question of whether the EEA provides a realistic alternative to EU membership for other states with close ties to the EU. Delving into the largely unknown intersection between the EU and the EEA and providing important new insights into the Europeanization process, Europeanization and the European Economic Area will be of strong interest to students and scholars of European Union politics and policy-making, European Union Enlargement, Nordic politics and comparative politics.

However there are lots of similarities between them. Various emerging images of Europeanization are described before I proceed to discuss impact of Europeanization on economic policies of member states. In order to provide a systematic account of impact of Europeanization on economic policies of member states, my work focuses on responses in three countries namely France, Germany and Britain. This work explores mechanics of adjustment in several economic areas such as monetary policy, financial services, telecommunications, electricity, transport and the environment. In concluding part an attempt is made to analyze and describe various patterns that emerge from impact of Europeanization on Economic Policies of member countries.

Previous literature has focused on how EMU came into being and on the policy issues that it raises. European States and the Euro seeks to move the discussion forwards by offering the first systematic evaluation of how it is affecting EU states, both members and non-members of the Euro-Zone. It is the first book to explicitly situate EMU in the growing literature on Europeanization. It examines the effects on public policies, political structures, discourses, and identities. The book seeks to identify the scope of EMU's effects, the direction that it imparts to political and policy changes, the mechanisms by which it produces its effects, and the role of domestic institutions, political leadership and specific forms of discourse in shaping responses. In addition, the book assesses how, and with what effects, EMU is affecting key policy sectors labour markets and wages, welfare states, and financial market governance. What conditions the degree of convergence discernible in these sectors? Finally, the book seeks to 'contextualize' EMU by assessing its effects both in comparison with other variables like globalization and in a historical perspective of the European Monetary System as a 'training ground'. The book combines sectoral and country case studies with a thematic treatment by recognized experts in their fields. It moves from globalization, through EU-level changes, to member states and finally to specific sectors. The main conclusions are that EMU is most important in affecting the timing, tempo and rhythm of domestic change that these changes are experienced pre-eminently at the level of policy; that it strengthens pressures for convergence; but that different domestic institutional arrangements and discourses lead to variations in policy processes and effects and in the way change is 'framed'. In particular, whilst EMU contains a neo-liberalizing tendency exhibited most clearly in financial market effects, it is not to be characterized as a neo-liberal project by means of which the EU is becoming an economic and social space simply converging around Anglo-American market capitalism.

The EU had enormous potential power over the whole range of domestic politics in the candidate countries. However, the EU was able to use that power at a few key points in the process leading to their accession. The EU's long-term influence worked primarily through soft power and through voluntary rather than coercive means. During the membership preparations, the EU built many different routes of influence into the candidate countries' domestic policy-making through 'Europeanization'. The Central and East Europeans voluntarily took on the Union's norms and methods, guided by the European Commission, in a massive transfer of policies and institutions. However, the EU missed important opportunities to effect change as well. The EU's Transformative Power explores in detail how the EU used its influence to control the movement of people across Europe, through both coercive use of conditionality and voluntary methods of Europeanization.

The cornerstone of the book is new empirical data quantitatively measuring Switzerland’s differentiated integration during the period 1990 – 2010. The data rely on the sectoral agreements Switzerland concluded with the EU and the voluntary incorporation of EU law into domestic legislation. The book shows, among other findings, that over time Swiss European policies have begun to resemble integration policies and that the more they did so, the more dynamically they evolved.
