Located at the intersection of contributions from the literatures on multilevel governance and Europeanization, this book offers a new theoretical framework to account for state rescaling processes in small unitary states. By means of a comparative analysis of eight small unitary states in Europe, this book shows that the impact of the EU on subnational mobilization is filtered through domestic mediating factors which can lead to three possible outcomes: decentralization, recentralization or no change. The book offers a balanced combination of analytical clarity and the richness of empirical accounts in a wide diversity of case studies. It sheds a new light on the 'hybrid nature' of the European polity and demonstrates that member state governments have remained the most important pieces of the European puzzle. Overall, it arrives at two conclusions: first, that we are witnessing a 'transformation of the state' rather than its demise; second, the notion of a 'Europe of the Regions' in small unitary states was no more than a 'damp squib'. This book examines this impact through an in-depth analysis of the Europeanization of party politics in the Republic of Ireland and Northern Ireland. First, it presents original research on cross-cutting issues that have featured in political debates about European integration, including referendum campaigns on EU treaties, Irish neutrality and party policy positions on the EU. Secondly, it is the first book of its kind to examine in detail how each of the main parties on the island of Ireland has adapted to EU membership. In doing so it both tests the thesis of ‘Europeanization’ and deepens understanding of the impact that EU membership can have on national and sub-national party politics. What this study reveals is that, while Europeanization is clearly evident in all parties in Ireland, including those most critical of European integration, its influence has been strictly curtailed. We argue that the effects of Europeanization in Irish party politics have been limited by enduring resistance to – and conditions placed upon – EU influence in particular policy areas, the importance of pragmatism and (sub-)national priorities in shaping parties’ approaches to European integration and the fact that engagement with the EU continues to be a predominantly elite-led process. In France, by contrast, President Emmanuel Macron has pursued the vision of a sovereign Europe; that is, an EU that would become a formidable geopolitical actor. Yet, instead, Europe has struggled to ascertain its values abroad and even domestically, facing a sovereignist rebellion from its newer member states, such as Hungary and Poland, and the departure of Britain. The eurozone crisis has undermined the EU’s economic credentials, the refugee crisis its societal cohesion, the failure to stand up to Russia its sense of purpose, and the Covid-19 pandemic its credibility as a protector of European citizens. The key argument of this book is that the multiple crises of the European project are caused by one underlying factor: its bold attempt to overcome the age of nation-states. Left unchecked, supranational institutions tend to become ever more bureaucratic, eluding control of the people they are meant to serve. The logic of technocracy is thus pitted against the democratic impulse, which the European Union is supposed to embody. Democracy in Europe has suffered as a result.
