Book excerpt: This book critically analyzes the European Union’s role in Security Sector Reform (SSR), a topical issue with regards to European security. While the literature on SSR has increased significantly in the past decade, too little remain in the way of comparative analyses of SSR case studies that are geared toward theory development. This collection strives to push the SSR literature in that direction. One key question it focuses on is whether the EU pursues a holistic approach vis-à-vis SSR. Another question the book addresses is why and how the EU activities towards SSR in conflict management, peacebuilding and statebuilding have produced a wide variety of outcomes that range from the failure to reform any or all of the sub-set of security sectors (police, justice, military, etc.) to complete and integrated reform. The volume encompasses all relevant cases of SSR in terms of the financial, human, and political resources involved at the EU level. Cases are drawn from the Balkans (Kosovo; Bosnia-Herzegovina), Africa (Democratic Republic of Congo), the Middle East (Palestinian Territories), Post-Soviet Space (Georgia), and Asia (Aceh, Indonesia). The end product is a welcome contribution to the literature, providing both an empirically and theoretically grounded approach to the study of SSR. As the trend has evolved, the security-development nexus has received significant attention from policymakers as a new means to address security threats. Integrating the traditionally separate areas of security and development, the nexus has been promoted as a new strategy to achieve a comprehensive, people-centred approach. Despite the enthusiasm behind the security-development nexus, it has received significant criticism. This book investigates four tensions that influence the integration of security and development to understand why it has failed to live up to expectations. The book compares two case studies of internationally driven initiatives to address organised crime as part of post-conflict reconstruction in Sierra Leone and Bosnia. Examination of the tensions reveals that actors addressing organised crime have attempted to move away from a security approach, resulting in incipient integration between security and development, but barriers remain. Rather than discarding the nexus, this book explores its unfulfilled potential. This book will be of much interest to students of war and conflict studies, development studies, criminology, security studies and IR in general.

Book excerpt: For almost fifteen years, both the EU and North Atlantic Treaty Organization (NATO) have claimed to partake in a relationship that is purported to be a ‘Strategic Partnership’, albeit one that is troubled by lasting political blockages. The constraints that affect the formal relationship between the two organizations are well-covered terrain in the academic literature – including by most of the contributors to this volume; however, the popular argument that the EU and NATO simply do not cooperate in any substantive way warrants deeper investigation, both theoretically and thematically. Thus, EU-NATO relations might not at first seem like an under-researched area, but much of the existing literature on the issue re-engages oversimplified and formulaic statements about the nature, quality, and practice of interactions between the EU and NATO. This volume aims to develop the EU-NATO research agenda by pursuing three key objectives: (1) reduce the lacuna of theoretically informed analyses of the relationship, (2) add empirically and analytically rigorous case studies to the relevant body of literature, and (3) point to possible developments and solutions in the 'Strategic Partnership'.
