Book excerpt: The European Union (EU) has embarked upon a major expansion into Central and Eastern Europe, with eight countries from the region becoming members in 2004, two more expected to become members in 2007, and a process established by which the countries of the Western Balkans can eventually accede to the EU. As part of their necessary transition from centrally planned to market economies, the countries of Central and Eastern Europe need to meet EU requirements for monitoring land tenure and use. This policy paper explores the issues for land tenure data in this context and makes recommendations for suitable approaches for the countries in EU accession. It will be of particular interest to policy-makers and their advisers in Central and Easter Europe.

The faster they implement such changes, the faster they will bridge the income gap between them and the countries of the European Union - and the more likely their chances of successful integration.Joining the European Union (EU) is perhaps the key political and economic objective of Central and Eastern European (CEE) countries as they approach the 21st century. But how successful the CEE countries are in achieving this goal depends not only on how well and quickly they adapt their legal and regulatory systems to EU requirements but on how well and quickly they bridge the wide income gaps between CEE and EU countries.Using a model and cross-section data to develop estimates, Barbone and Zalduendo investigate how appropriate structural policies adopted before and after accession to the EU can help CEE countries bridge this income gap.They have much to gain from implementing policies that increase investment, support the development of human capital, and promote the legal, regulatory, and policy framework needed for market mechanisms to function.The faster they implement such changes, the faster they will bridge the income gap between them and the EU countries - and the more likely their accession to the EU will be successful.This paper - a product of Country Department II, Europe and Central Asia - is part of a larger effort in the department to examine issues related to accession to EU by Central and Eastern European countries. Among the land-related problems that emerge during and after conflict are the exploitation of land-based resources in the absence of authority, the disintegration of property rights and institutions, the territorial effect of battlefield gains and losses, and population displacement. In the wake of violent conflict, reconstitution of a viable land-rights system is crucial: an effective post-conflict land policy can foster economic recovery, help restore the rule of law, and strengthen political stability. But the reestablishment of land ownership, land use, and access rights for individuals and communities is often complicated and problematic, and poor land policies can lead to renewed tensions. In twenty-one chapters by twenty-five authors, this book considers experiences with, and approaches to, post-conflict land issues in seventeen countries and in varied social and geographic settings. Highlighting key concepts that are important for understanding how to address land rights in the wake of armed conflict, the book provides a theoretical and practical framework for policy makers, researchers, practitioners, and students. Land and Post-Conflict Peacebuilding is part of a global initiative to identify and analyze lessons in post-conflict peacebuilding and natural resource management. The project has generated six edited books of case studies and analyses, with contributions from practitioners, policy makers, and researchers. While living standards have declined for all population groups during the transition to a market economy, there are growing indications that conditions have deteriorated more severely for Roma than for others, and that Roma are poorly positioned to take advantage of emerging economic opportunities. This report focuses on five countries in Central and Eastern Europe: Hungary, Bulgaria, Romania the Czech Republic, and the Slovak Republic. The first chapter of the report provides the historical context and an overview of the methodological issues and main data sources; chapter two presents the available evidence on welfare status and living conditions, examining poverty, housing education, employment and health; chapter three considers issues relating to access to social services; and the final chapter reviews the opportunities for Roma participation in the design and implementation of community development policies and programmes, and outlines policy implications.
