Book excerpt: In the field of political sociology and European studies, there has long been a discussion on transnational neoliberal development and ethnic groups’ self-governance. Notwithstanding, there has been limited exploration in relation to modes of knowledge production associated with neoliberal governance of the Other (e.g. ethnic and indigenous groups), which capture its idiosyncratic modes of political expression and empowerment. Drawing on Michel Foucault’s political philosophy, this book discusses European social integration as transnational neoliberal governmentality and challenges its epistemologically constituted subaltern subject. Neoliberalism is questioned in relation to its programs of securitisation of poverty and authoritarian models of self-governance associated with instrumentality of the market. In this context, the book’s rich political historical ethnography develops a new framework for the study of social power. Furthermore, inspired by Jacques Rancière's radical philosophy, European Social Integration and the Roma proposes a new mode of knowledge production about populations excessively subjected to neoliberal governmentality, heralding the epistemological decolonisation of the neoliberal subject. Presenting an insightful new prospect in critical sociology as well as the conceptualization of power and the application of theories of governmentality, this book will appeal to scholars interested in the areas of political sociology and anthropology, international relations, social and political theory/philosophy and post-development studies.

Book excerpt: The disappointing results of over two decades of activism in the supposedly more liberal climate of post-communist democracies prompted András Bíró, Hungarian journalist and renowned human rights activist to put down his reflections about the situation of Roma in Eastern Europe. These thoughts in turn stimulated insightful responses from two scholars of the subject: Nicolae Gheorghe, an ethnic Roma living in Romania, and Martin Kovats, among others special advisor on Roma issues to the European Commission in Brussels. These authors do not shrink from expressing forthright views, as in discussing the apparent conflict between certain human rights values and what some regard as ‘traditional’ Roma culture and in exploring difficulties and ambiguities implicit in using the term ‘Roma’. The respective merits of ethnically based Roma political parties as opposed to a civic approach are also examined. The three essays challenged other stakeholders who discussed the burning issues raised therein at a workshop, the distilled text of which constitutes the fourth chapter of the book. While no straightforward solutions are offered the pre-eminence of the main contributors and the lively ensuing conference arguments guarantee that this book will become a touchstone for future debate in a time when pro-Roma policies are facing ever-growing threats amidst the crisis in Europe.

But why is that so? Are the problems solely connected with how inclusion policies are enforced, or could it just as likely be the way policies are designed that creates challenges? This book explores experiences with inclusion policy implementation in seven different post-socialist EU countries. It focuses particularly on two groups of people in constant danger of social exclusion: people with Roma background and people with disabilities. So far, researchers have studied these issues primarily through policy analysis, and thus not provided knowledge on what actually happens in local contexts where welfare services are produced. This book sheds light on implementation processes at different levels, both at the policy level and in local welfare production. The picture painted here is one of complex and conflicting considerations in inclusion policy implementation, between historical and cultural heritage from the communist period, and EU inclusion policy based on Western European political principles. This book will appeal to undergraduate and post-graduate students, as well as postdoctoral students in social science, disability studies, educational science, and others. The book will also be useful for researchers and others interested in the development of inclusion policies and EU integration issues. This book explores the many miscalculations, misconceptions, and blunders that have led to this failure. Looking at Hungary, the Czech Republic, and Romania, Rostas shows how policy makers in each country have mishandled already confused EU policy, from failing to define “Roma” to not having a way to evaluate their own progress. Rostas further argues that the alleged successes of these policies were actually the product of poor information and sometimes outright deception. Examining perennial topics among Roma like school segregation and political representation, the author shows how often the so-called success of Roma policies can be fallacious and simply pave the way for further problems. Rostas maintains that when the EU’s Framework for Roma program comes to an end in 2020, there must be a fundamental shift in policy for there to be any real improvement for Roma. Policy makers will have to address Roma issues not only in terms of poverty and social exclusion but also in terms of the particular nature of Romani ethnic identity. This shift requires reconceiving Roma as a “politically insular minority” and rearranging the power dynamics of local government to ensure that when the new era of Roma policy begins Roma themselves will have a voice in its formulation.

Book excerpt: Since 2008, the European Union has been affected by one of the most severe crises in the history of Europe. This book builds on the work of Jürgen Habermas to answer the key question: is Europe strong enough to overcome the recent crisis? Arguing that recovery can only take place if the citizens of Europe regard themselves as members of a socially integrated European society, this volume sets out three conditions for successful European social integration: European citizens mutually respect each other as equals, accepting that all EU citizens should have equal economic, political and social rights. Those citizens objecting to the idea of European equality should not constitute a minority with potential for mobilisation that could impede the ongoing process of European social integration. Europeans act upon their equality beliefs in everyday practice – without differentiating between nationals and EU migrants. Based on a survey carried out in Germany, Spain, Poland and Turkey, the authors argue that the requirements for a socially integrated Europe are largely in place already. Their findings allow for optimism regarding the future of the EU, as the cultural foundations for a democratisation of Europe are laid. This volume develops a theoretical framework of a socially integrated European community, and will be useful for students and scholars of sociology, citizenship studies, social policy, political science and European studies.

Book excerpt: One of the greatest challenges during the enlargement process of the European Union towards the east is how the issue of the Roma or Gypsies is tackled. This ethnic minority group represents a much higher share by numbers, too, in some regions going above 20% of the population. This enormous social and political problem cannot be solved without proper historical studies like this book, the most comprehensive history of Gypsies in Romania. It is based on academic research, synthesizing the entire historical Romanian and foreign literature concerning this topic, and using lot of information from the archives. The main focus is laid on the events of the greatest consequence. Special attention is devoted to aspects linked to the long history of the Gypsies, such as slavery, the process of integration and assimilation into the majority population, as well as the marginalization of Gypsies, which has historic roots. The process of emancipation of Gypsies in the mid-19th century receives due treatment. The deportation of Gypsies to Transnistria during the Antonescu regime, between 1942-1944, is reconstructed in a special chapter. The closing chapters elaborate on the policy toward Gypsies in the decades after the Second World War that explain for the latest developments and for the situation of this population in today's Romania.

Book excerpt: In this rich study, Roxana Barbulescu examines the transformation of state-led immigrant integration in two relatively new immigration countries in Western Europe: Italy and Spain. The book is comparative in approach and seeks to explain states' immigrant integration strategies across national, regional, and city-level decision and policy making. Barbulescu argues that states pursue no one-size-fits-all strategy for the integration of migrants, but rather simultaneously pursue multiple strategies that vary greatly for different groups. Two main integration strategies stand out. The first one targets non-European citizens and is assimilationist in character and based on interventionist principles according to which the government actively pursues the inclusion of migrants. The second strategy targets EU citizens and is a laissez-faire scenario where foreigners enjoy rights and live their entire lives in the host country without the state or the local authorities seeking their integration. The empirical material in the book, dating from 1985 to 2015, includes systematic analyses of immigration laws, integration policies and guidelines, historical documents, original interviews with policy makers, and statistical analysis based on data from the European Labor Force Survey. While the book draws on evidence from Italy and Spain in an effort to bring these case studies to the core of fundamental debates on immigration and citizenship studies, its broader aim is to contribute to a better understanding of state interventionism in immigrant integration in contemporary Europe. The book will be a useful text for students and scholars of global immigration, integration, citizenship, European integration, and European society and culture.
