It is, however, integral to the construction and development of the EU and has played a central role in the impact of the EU on individual member states.Based upon a study of the ESF and a range of social policy documents from the Treaty of Rome to the Treaty of Amsterdam, this analysis examines the connections between the ESF and other areas of EU policy. The European Social Fund and the EU will be of particular use to anyone interested in social and economic regeneration across the European Union.

Download or read book Cohesion and Growth written by Willem Molle and published by Routledge. This book was released on 2015-05-15 with total page 311 pages. Available in PDF, EPUB and Kindle. Book excerpt: To combat economic disparity and low growth, the European Union has established an integrated policy system that pursues increased cohesion and smart, sustainable, and inclusive growth. This integrated approach is realized through thousands of development projects and takes up more than a third of the total budget of the European Union. Despite its significance, the policy is subject to many misunderstandings and there is a lot of controversy surrounding its effectiveness. Cohesion and Growth seeks to bring clarity to these issues. It presents both the theoretical and practical aspects of EU intervention, a critical contribution to the understanding of the anatomy of the problems and the way to apply effective solutions to them, and a systematic view of the issues at each of the subsequent stages of the whole policy cycle. Offering an authoritative analysis of the problems and debates involved, this book is essential reading for students, policy makers, project promoters and researchers concerned with this key area of European policy making.

Download or read book Gender and the Open Method of Coordination written by Samantha Velluti and published by Routledge. This book was released on 2016-04-15 with total page 190 pages. Available in PDF, EPUB and Kindle. Book excerpt: Containing contributions by some of the best known researchers in the field, this volume considers the intersection between the Open Method of Coordination (OMC), a relatively new mode of policy-making, and gender equality, a long-standing area of EU policy. It draws on a range of disciplinary perspectives to examine the effectiveness of the OMC as a medium for the advancement of gender equality within the EU. It also considers gender in the OMC in a variety of contexts and at both a general EU and Member State level. Central to the discussion is the concept of gender mainstreaming which proposes that a gender equality perspective should be incorporated at every level and opportunity of EU policy and practice. The authors assess how successful this has been in the context of the OMC. The book provides a unique and contemporary body of work on the OMC which adds significantly to existing understandings of this form of governance and informs critical debate of EU social governance.
Download or read book Decent Work written by Judit Csoba and published by BoD – Books on Demand. This book was released on 2015-04-27 with total page 266 pages. Available in PDF, EPUB and Kindle. Book excerpt: ‘Decent work’ as a key category of social integration has undergone significant changes with respect to its concept and its content during the past centuries. The dual nature of work (punishment and reward) can be traced throughout all eras of universal history, but it depends mainly on the economic, social and ideological context whether it is one or the other of these two aspects that becomes dominant for most members of the society. Today almost half of the citizens who are of active working age do not have access to work in the traditional sense. The fact that ‘decent work’ has been losing ground in society is a source of many conflicts. Because of a lack of alternative paradigms that would be acceptable for the majority of society, many believe that we must make an attempt to restore the authority of the work paradigm as well as its role in the organisation of society, i.e. to realise full employment. The author presents an overview of the attempts that have been undertaken during the past decades in Europe and in Hungary to ensure employment, which has been defined as the crucial precondition of a welfare state. In recent years, most European countries have turned away from the ‘welfare’ model, which emphasises welfare payments and services, toward ‘workfare’ models focusing on work. ‘Workfare’ programs are based on direct reciprocity and assume that citizens possess primary responsibilities in addition to their social rights: in return for welfare benefits, they are expected to provide compensation within a relatively short period of time. In this monograph the author is looking for an answer to the question whether reducing the existing welfare benefits, forcing the unemployed to work, and thereby creating full employment constitute a real alternative under the current economic and social circumstances.

Regionalisation is a common feature of the changing territorial organisation of European states today. Download or read book Overpromising and Underperforming written by Peter Graefe and published by University of Toronto Press. This book was released on 2013-01-01 with total page 369 pages. Available in PDF, EPUB and Kindle. Book excerpt: Public reporting has been used experimentally in federal-provincial relations since the mid-1990s as an accountability mechanism to promote policy effectiveness, intergovernmental cooperation, and democratic legitimacy. Our understanding of how well it is working, however, remains limited to very specific policy sectors even though this information is essential to policy makers in Canada and beyond. Overpromising and Underperforming? offers a deeper analysis of the use of new accountability mechanisms, paying particular attention to areas in which federal spending power is used. This is the first volume to specifically analyse the accountability features of Canadian intergovernmental agreements and to do so systematically across policy sectors. Drawing on the experiences of other federal systems and multilevel governance structures, the contributors investigate how public reporting has been used in various policy fields and the impact it has had on policy-making and intergovernmental relations.

Download or read book Adult Education Policy and the European Union Theoretical and Methodological Perspectives written by and published by BRILL. This book was released on 2014-01-01 with total page 193 pages. Available in PDF, EPUB and Kindle. Book excerpt: FREELY AVAILABLE ONLINE AS OPEN ACCESS BOOK! The European Union is now a key player in making lifelong learning and adult education policy: this is the first book to explore a range of theoretical and methodological perspectives researchers can use to investigate its role. Chapters by leading experts and younger scholars from across Europe and beyond cover the evolution of EU policies, the role of policy ‘actors’ in what is often seen as the ‘black box’ of EU policy-making, and the contribution state theory can make to understanding the EU and its relations with Europe’s nations. They consider what theories of governmentality—drawing on the work of Foucault—can contribute. And they demonstrate how particular methodological approaches, such as ‘policy trails’, and the contribution the sociology of law, can make. Contributors include both specialists in adult education and scholars exploring how work from other disciplines can contribute to this field. This is the first book in a new series from the European Society for Research on the Education of Adults, and draws on work within its Network on Policy Studies in Adult Education.
