Book excerpt: The end of the Cold War marked for Europe the entrance into an era of instability and violence caused by the collapse of the old communist regimes in Central and Eastern Europe. How the European security organizations reacted to those changes and new threats and transformed themselves for dealing with a new security environment is the focus of this thesis. In particular, it gives an over view of the transformations that occurred within NATO and OSCE in the post-Cold War period, which have created and developed new security mechanisms and policies for dealing with crises. The thesis further examines the consolidation of a new European security actor, the European Union, and the development of the military dimension through the ESDP, which is liked directly to transformations that occurred in Europe, being merely a consequence of those changes. All three organization proved their importance as stability factors of the European security system by launching crisis management operations, acting in cease fire and post-conflict mediation, conducting preventive diplomacy, and spreading democracy and principles of human rights.

When it comes to explaining peace in Europe opinions differ widely. Some argue that it was only because the West refused to give in to Soviet threats that the latter eventually gave up; or that the 'long peace' in Europe was due to the combination of a bipolar alliance structure, pitting the North Atlantic Treaty Organisation (NATO) against the Warsaw Pact, with the presence of nuclear weapons on both sides. Others point instead to the extraordinarily dense network of international institutions and organisations in Europe, offering a wide panoply of fora in which to handle disputes peacefully; or to the web of interdependence in economic and other affairs, tying together all states in Europe in relations which militate strongly against war. Still others believe that the external peace between the states in Europe is simply a reflection of a convergence of cultures, democracies with marked economies that are open towards the world market. These questions are the focal point of this book, which concentrates on security, albeit not in the sense of being a treatise on military matters, but security obtainable by much more indirect and non-military means. It will be required reading for all students and scholars of European security and the organisations which underpin it.

With the fall of the Iron Curtain, i.e. the drowning of the Union of Soviet Socialist Republics (USSR) and its split into (semi–) independent states , the breakdown of East Germany (GDR) and its unification with the Federal Republic of Germany (FRG) , and the turn up of the United States of America (USA) as the only liable superpower, the final act of the forty years lasting Cold War era found its cumulating closure. The paradigm of the West versus the East, of democracy versus communism was determined, and new patterns had and – since this redefinition appears to be an ongoing process – have to be rethought. In terms of security, the school of the political scientist Barry Buzan presented a structural cluster for the understanding of new evolving threats, resulting from the dissolution of the bipolarity with Russia and USA as having been oppositional poles of more or less equal strength. Apart from the military - related aspects that have dominated the thinking of conflict research throughout the period of the Cold War, this approach includes the means of politics, society, economy and environment as inter-relating and equally impacting issues of high importance for the analysis of security politika. This analysis strives to present the main issues which characterise the transformation of the European security system from the 1990s until today. Hereby, conceptual approaches regarding a theoretical framework of the newly either emerged or recognised threats are related to the actual agenda of the most important players, to say states and institutions, the like, without loosing the perspective for important non–official political actors such as non governmental organisations (NGOs) or (mega–) terrorists (to mention a positive and negative example), as well as economic influences. A description and explanation of the present European security architecture hereby entails the aspects of the phenomenons of globalisation and the idea of a global governance.

Book excerpt: Focusing on four East European polities-Bosnia, Serbia, Bulgaria, and Romania--this book examines the dynamics and implications of processes of commercialization of security that have occurred following the collapse of communist regimes. These processes have been central to post-communist liberalization, and have profoundly shaped those states and their integration into European institutional structures and global economic and political circuits. They have also affected -- and been shaped by-- the behaviour and power of regional and global actors (e.g. European institutions, regional, and global corporations) in Eastern Europe. By virtue of the fact that they combine in complex ways local, national, regional, and global dynamics and actors, processes of security commercialization in the former Eastern bloc can be seen as instances of 'glocalization'. Several aspects of security commercialization are particularly important. To begin with, private actors --specifically private security companies (PSCs)-- have been reconstituted as partial agents of public power. As such, they have come to be systematically involved in performing security practices traditionally associated with the state. In addition, a potent commercial logic has come to permeate public security institutions. This has led to redefinition of the relationship between the state and its population in ways that defy conventional wisdom about the role of the state, and pose difficult normative challenges. More broadly, processes of security commercialization in Eastern Europe, which involve important performative dimensions, have led to the emergence of complex, hybrid networks of security providers that transcend domestic/international, public/private boundaries and behave, in many ways, as entrepreneurs.
