This plan is part of a bid by Europe's most stable and affluent democracies to assume a greater role in security responsibilities on the continent. Referred to initially as the European Security Defense Initiative (ESDI), this plan, now called the European Security Defense Policy (ESDP), includes an initiative to build a European crisis-response force of up to 60,000 troops by no later than 2003. Initially, this program was hailed as a long-overdue program for the more affluent and stable European nations to assume more responsibility for their own security. However, this initiative is now a more controversial proposition than it seemed when first proposed. Some U.S. and other NATO leaders have voiced concerns that this initiative could erode the U.S.'s guaranteed presence and leadership on the European continent leading to potential instability in Europe. This paper will argue, that for both political and military reasons, the European Security Defense Policy should be fully embraced by the U.S. and the U.S. should continue to support the "separable but not separate" European defense entity remaining under the NATO umbrella. 1 Given the changing character of conflict on the European continent, this initiative will help ensure continued U.S. involvement in Europe stability, continue the viability of NATO in a changing security environment, and begin to develop a European defense capability needed for the changing environment in Europe.

While the United States has often encouraged the Europeans to improve capabilities and take on a greater share of the defensive burden, their recent efforts to do so have often been viewed as paradoxical to US concerns. Policymakers on this side of the Atlantic worry that Europe in some ways is moving towards going it alone with the development of the European Security and Defense Policy (ESDP). Still, US desires for increased burdensharing need to be reconciled with ESDP. Commander Gunning highlights these differences and spells out how, in his opinion, it is possible for the United States to remain engaged in Europe and to allow the European Union to develop its own defense identity. The differences of opinion between the two sides are more "speed bumps" than "road blocks" and some disagreement and frustration is to be expected. The end of the Cold War has not seen any blurring of the focus of U.S. officials on European affairs. Managing the implications of the break-up of the Soviet Union and the Warsaw Pact, the seemingly never-ending conflicts in the Balkans, increasing Western norms and institutions in Central and Eastern Europe, and expanding and reforming the North Atlantic Alliance are just some of the issues that require firm and consistent U.S. leadership. How the United States has, and should continue, to deal with these issues is the subject of this collective effort. In addition to assessing past and present challenges to U.S. and Western security interests and objectives in Europe, the authors also analyze the strategies and policies of the Department of Defense in this crucial region of the world. Recommendations for consideration by officials include the need for a lighter leadership touch in some areas and for stronger encouragement in others. However, let there be no doubt that a U.S. policy toward Europe of stasis or benign neglect should be rejected. The United States is a European power by virtue of its history, current commitments, and strategic and political exigencies. Finding the most efficacious means of achieving these national objectives, while working to effect a Europe whole and free, is the daunting long-term task to be faced.

Both organizations have declared their resolve concerning the security and defense of their nations and territories, but, unfortunately, little has been done to lend these statements credence. In this context, the book analyzes several aspects of EU security and defense, including: the EU – NATO relationship, common defense policy and strategy, common capability building, common understanding of strategic changes, common operational planning and centrally synchronized exercises based on operational planning, etc. The member states have helped to make EU/NATO effective organizations, but unfortunately their individual interests and priorities constitute real challenges. This aspect should be discussed and addressed by political and military elites, scholars, analysts, students and the general public alike.
