It also highlights the more significant proposals in the draft treaty articles produced by the Convention on the Future of Europe. Conclusions reached include: support for the provision that the Council of Ministers should meet in public when dealing with legislation and a full transcript of debates be made publicly available; the protocol on subsidiarity and proportionality needs to be strengthened by four measures in order to ensure the full involvement of national parliaments; that national parliamentarians should have voting rights in the election of any Commission President; and that, because the Convention is not a representative body, its recommendations will need to be carefully considered by national parliaments and governments well before the Inter-Governmental Conference in 2004.
