Book excerpt: The Institutional Capacity Building Plan is the first of three components in the Regional Programme for Cultural and Natural Heritage in South East Europe that was launched in 2003. As part of this plan, a "translational theme-based debate" was held, the structure of which was based on an assessment of requests from Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Montenegro, Romania, Serbia, "the former Yugoslav Republic of Macedonia" and Kosovo. The results of this debate have been published across three volumes in the European Heritage series. The first volume concerned current heritage policies and legislation; the second covered the tools for integrated management of cultural and natural heritage, in the broad sense of the term (the concept of "cultural environment"). This third volume examines how the enhancement of cultural and natural heritage can contribute to the implementation of sustainable development projects. The participants' reports and presentations on European best practices should inspire institutions to define rules and guidelines for structuring their national heritage policies so that they can also contribute to regional and local development strategies.

Book excerpt: Culture and tourism have emerged as important recipients of ERDF funding. In the 2007-2013 programming period 80% of ERDF Operational Programmes provided support for investment in culture and tourism. A minimum of EUR 14.4 billion was allocated to culture and tourism if account is taken only of direct funding (i.e. leaving aside other support going to SMEs, transport and urban regeneration, for example, which could also have benefited culture and tourism). Given the pre-existing scattered and rather scant evidence available on the effectiveness of ERDF investments in culture and tourism, the main objective of the evaluation was to provide factual and concrete evidence on the logic for ERDF support of these sectors in the 2007-2013 period, the nature and distribution of the interventions, together with their main achievements and expected effects on territorial development. The evaluation is based on a range of research tools, including a review of the literature, an analysis of available statistical and administrative data, a cluster analysis and an on-line survey of 95 regional Managing Authorities, 6 in-depth regional case studies and 12 mini-case studies of specific projects. Besides the usual challenges of a multi programme evaluation, two specific challenges for the evaluation were the lack of a universally accepted definition of the culture sector, and difficulties in isolating all tourism activities, which tend to cut across, and are located in, many different sectors (e.g. transport, construction, manufacturing).
