It examines the recent strengthening of parliamentary involvement, limitations to improvements, and where and how democratic deficits still exist. It also provides the basis for some reflections concerning possible future evolutions and improvements to EU economic governance. The EU’s economic governance framework has been significantly strengthened as a response to the 2008 economic and financial crisis, and the establishment of a new Banking Union in 2013. It is thus key to determine whether these additional transfers of powers to the EU level have been accompanied by an equivalent empowerment of the national and European legislatures, allowing them to ensure adequate democratic legitimation. The chapters comprehensively re-examine the democratic (throughput) legitimacy of, and within, the EU’s economic governance by focusing on national parliaments, on the European Parliament, and on mechanisms for interparliamentary cooperation. Book excerpt: The Committee's report examines the report of the Working Group of the Convention on the Future of Europe and the draft Treaty Articles derived from it relating to criminal justice matters. Their report notes concern about the way these far-reaching and controversial proposals for change were made on the basis of such a narrow range of evidence. It focuses on four main issues, regarding the role of national parliaments; the harmonisation of the criminal procedure and of substantive criminal law; the jurisdiction of the European Court of Justice; and the proposed post of European Public Prosecutor. Overall, the Committee concludes that the European Parliament is not sufficiently close to the public to secure democratic legitimacy in the sensitive area of criminal justice, and any substantial increase in its power at the expense of national parliaments cannot be justified. Any harmonisation of criminal law and procedure should proceed with the agreement of all member states or not at all.
