Available in PDF, EPUB and Kindle. Book excerpt: Conceived in 2003 and 2004, the European Neighborhood Policy (ENP) has now had two years of operational experience. This initial experience has seen a sorting out of the partner states, with Action Plans drawn up for five Eastern and seven Southern partner states. This paper distinguishes among these 12 states between the 'willing' and the 'passive'; and among the other partner states without Action Plans between the 'reluctant' and the 'excluded'. The authors argue that these groupings should be the basis for stronger differentiation in the policy packages offered by the EU. The authors also argue that the general political context now calls for a strong reinforcement of the ENP, since the benign situation of 2004 has given way now to a more menacing one, given threats to European values bearing down on the EU from all sides. Accordingly, they outline a 15-point program for achieving a qualitative upgrading of the ENP, to give it strategic leverage, rather than allowing it to be seen as a poor cousin of the enlargement process.

Book excerpt: This book examines the European Neighbourhood Policy (ENP) in the context of internal functions performed with regard to the European Union (EU) political system and its key actors. It argues that the ENP has been formulated not only in reaction to external challenges and threats, but also in response to EU internal legitimacy needs at systemic, institutional and actor level. Looking beyond governance approaches and the power of norms, this book follows a sociological approach to the politics of legitimation. Using Bourdieu's field theory, it bridges the rationalist-constructivist divide inherent in much of ENP scholarship. While analyzing articulations of EU institutions in terms of narrative production, reproduction and reconstruction, it sheds valuable light on where the conflicting goals, ambiguity and incoherence stem from. By highlighting Developing Nations' responses and usages of ENP narratives for domestic and international legitimacy-seeking, the book calls for a more outside-in perspective on EU foreign policy. With the European integration project being increasingly contested, both internally and externally, this book provides a timely focus on the topic of legitimation and delegitimation dynamics with regard to EU foreign policy. Nonetheless, Moldova and the Russia-dominated geopolitics of the Black Sea region receive still relatively little attention in the West. This is all the more surprising as there remain a number of consequential political divisions and unresolved conflicts in the area. One of them is the Transnistria conflict in Moldova.This book is a contribution to the, so far, small research and policy agenda on Moldova, and includes findings of several research trips to Moldova, Transnistria and their neighbouring countries. At first, the study reassesses the Transnistria conflict. Contrary to widely held assumptions, this conflict is found to be mainly based on a clash of elites and geopolitical interests rather than on ethnic tensions. The second part of the book analyses the interests, official position, actual impact and potential role of the EU in Moldova's internal separatist conflict and its related external tensions with Russia. So far, the EU has had a limited involvement in the conflict resolution efforts and in the international relations of Moldova. This book concludes that it is becoming increasingly important and possible for the EU to get effectively involved in this region, but that the scope of EU activities in Moldova and Transnistria depends on the country’s relations with, and on the actions in this area of, the United States and Russia. At its end, the study offers recommendations for future EU policies directed at Moldova.
