Book excerpt: The nucleus of this volume consists of a number of papers presented at the Advanced Research Workshop on liThe Impact of New Information Technologies on Library Management, Resources and Cooperation" , held in Luxembourg fran 19-23 November 1984. The oorkshop was a joint effort of four international organisations. The Scientific Affairs Division of the North .Atlantic Treaty Organization, through a personal canmitment and interest expressed by Dr. H. Durand, Assistant Secretary General for Scientific Affairs, was the first and major sponsor acting as a catalyst in enabling the Workshop to take place. Through its support for travel and subsistence costs of some of the North American participants, the Workshop could become a platfo~in for the exchange of ideas between parties concerned with information handling and transmission and information policy in Western Europe and North America. The Directorate General for Information Market and Innovation of the Canmission of the European Communities hosted the Vlorkshop in its facilities - the Jean l'bnnet Building in Luxembourg - also providing for simultaneous translation in the main languages of the European Community. Moreover, the Canmission generously funded the participation of key participants fran Community countries and provided participants with ample info~ination on existing Community programmes related to electronic publications, electronic transmission of documents, copyright problems, problems of standards, telecanmunication, and so on. 'I'he Council of Europe supported attendance fran Sweden, Austria and Spain. And lastly, the European Cultural Foundation organised the event on behalf of all these organisa tions.

Book excerpt: The implementation of open access policies in Europe is a socio-technical undertaking whereby a wide range of stakeholders work together to bring out the benefits of open access for European and global research. This work provides a unique overview of national awareness of open access in 32 European countries involving all EU member states and in addition, Norway, Iceland, Croatia, Switzerland and Turkey. It describes funder and institutional open access mandates in Europe and national strategies to introduce and implement them. An overview of the current European repository infrastructures is given, including institutional and disciplinary repositories, national repository networks, information portals and support networks. This work also outlines OpenAIREplus, a continuation project which aims to widen the scope of OpenAIRE by connecting publications to contextual information, such as research data and funding information. Opportunities for collaboration in order to achieve European and global synergies are also highlighted. The OpenAIRE project, a joint collaboration among 38 partners from 27 European countries, has built up a network of open repositories providing free online access to knowledge produced by researchers receiving grants from the European Commission or the European Research Council. It provides support structures for researchers, operates an electronic infrastructure and a portal to access all user-level services and works with several subject communities. Birgit Schmidt is affi liated with Goettingen State and University Library. Iryna Kuchma is affi liated with EIFL. Book excerpt: The proliferation of new information resources, the rapid development of access and retrieval methods associated with them, and the unprecedented creation of global electronic information and communication resources have made the Internet an important component of many users' information environments. A number of RADAR tools (Resource Access, Discovery and Retrieval) have emerged which facilitate the creation, discovery and use of network resources: they allow users to 'publish' on the network, to browse and search for resources of interest, and to organise or create custom views of resources. Several important development trends of RADAR systems are identified, regarding: Integration of Internet resource discovery systems ; integration of Internet and other resource discovery systems ; sustainable resource discovery services. The article examines these trends, and will give a brief general introduction to network resource discovery issues and developments, suggest some ways in which integrated resource discovery systems are likely to develop, focusing on the interface between library and Internet systems. A number of recent European developments in this area will be reported, and the article examines the emergence of sustainable resource discovery systems in the overall context of emerging Internet services.
