Such an examination will require some analysis of the role of nuclear weapons in an eventual common defence policy for Europe. In this paper the author makes an opening contribution to this new debate.

To their credit, they have transformed their militaries, integrated new members into Western institutions such as the European Union and NATO, deepened economic ties, developed new partnerships, and acquired new capabilities. But they have also had a number of ugly and public disputes over the nature and severity of the threats they face as well as the means necessary to combat such threats. Now, several years after the dark days of 2002 and 2003, the transatlantic partners are working toward renewal. Although Iraq remains a stain on their relationship, Europe and the United States have come to realize that, however vast their differences might be, they remain indispensible partners to each other. The question before the two partners today, particularly in light of the change in administration in Washington, is how to capitalize on their comparative strengths to address a long list of common challenges--one of the most pressing of which is nuclear proliferation. In an effort to shed light on the issues, CSIS commissioned a series of essays on European perspectives on nonproliferation. This new report offers a starting point for a new, shared understanding of the threat. It begins not with a look at the official positions of states with regard to nonproliferation initiatives, but instead aims to help experts and interested observers understand some of the underlying historical, political, and cultural bases on which national views in Europe on nuclear threats are founded. These papers help reveal a range of views on nuclear weapons and proliferation and shed light on some of the attitudes that underpin national policies on key issues.

During that period, deterrence strategy was aimed mainly at preventing aggression against the United States and its close allies by the hostile Communist power centers--the Union of Soviet Socialist Republics (USSR) and its allies, Communist China and North Korea. In particular, the strategy was devised to prevent aggression involving nuclear attack by the USSR or China. Since the end of the Cold War, the risk of war among the major powers has subsided to the lowest point in modern history. Still, the changing nature of the threats to American and allied security interests has stimulated a considerable broadening of the deterrence concept. Post-Cold War Conflict Deterrence examines the meaning of deterrence in this new environment and identifies key elements of a post-Cold War deterrence strategy and the critical issues in devising such a strategy. It further examines the significance of these findings for the U.S. Navy and Marine Corps. Quantitative and qualitative measures to support judgments about the potential success or failure of deterrence are identified. Such measures will bear on the suitability of the naval forces to meet the deterrence objectives. The capabilities of U.S. naval forces that especially bear on the deterrence objectives also are examined. Finally, the book examines the utility of models, games, and simulations as decision aids in improving the naval forces' understanding of situations in which deterrence must be used and in improving the potential success of deterrence actions.

When it comes to explaining peace in Europe opinions differ widely. Some argue that it was only because the West refused to give in to Soviet threats that the latter eventually gave up; or that the 'long peace' in Europe was due to the combination of a bipolar alliance structure, pitting the North Atlantic Treaty Organisation (NATO) against the Warsaw Pact, with the presence of nuclear weapons on both sides. Still others believe that the external peace between the states in Europe is simply a reflection of a convergence of cultures, democracies with marked economies that are open towards the world market. Book excerpt: Lawrence Freedman One of the major bonuses of the collapse of communism in Europe is that it may never again be necessary to enter into a sterile debate about whether it is better to be "red" or "dead." This appeared as the ultimate question in the great nuclear debate of the early 1980s. When put so starkly the answer appeared obvious better to live and struggle in a totalitarian system than to destroy totalitarian and democratic systems alike. There were a number of points to be made against this. Communist regimes had demonstrated the possibility of being both red and dead while the West had managed successfully to avoid the choice. If we allowed nuclear disarmament to become an overriding priority, this might encourage excessive respect for Soviet interests and a desire to avoid any sort of provocation to Moscow, a point not lost on those in Eastern Europe who were then struggling against repression and could not see why disarmament should be given a higher priority than freedom. Now that the old communist states have liberated themselves and the West no longer risks conspiring in their enslavement, there is a correspondingly re duced danger of mass death. Ours is a period of considerable strategic turbulence, which in recent years has featured a renewed emphasis on nuclear weapons used in defence postures across different theatres; a dramatic growth in the scale of military cyber capabilities and the frequency with which these are used; and rapid technological progress including the proliferation of long-range strike and unmanned systems. These military-strategic developments occur in a polarized international system, where cooperation between leading powers on arms control regimes is breaking down, states widely make use of hybrid conflict strategies, and the number of internationalized intrastate proxy conflicts has quintupled over the past two decades. Contemporary conflict actors exploit a wider gamut of coercive instruments, which they apply across a wider range of domains. The prevalence of multi-domain coercion across but also beyond traditional dimensions of armed conflict raises an important question: what does effective deterrence look like in the 21st century?
