Book excerpt: First published in 1999, this volume recognises that in the course of European integration, national economic policy makers lose some effective policy instruments. Contributors to this omnibus volume analyse the 'room for maneuvering' available to national and EU economic and social policies under the conditions of the Economic and Monetary Union (EMU). They explore the possibilities for European coordination and discuss the tasks of employers’ associations and labour unions on the national and EU level in wage, employment and macroeconomic policies. Section 1 of the book deals with the strengths and weaknesses of the EU in the context of global competition. In spite of national differences, many of the EU member countries share important characteristics. Section 2 addresses the need for and the feasibility of policy coordination in the EMU. With the start of the EMU, wage policy will have to bear the main burden of absorbing asymmetrical economic shocks. The authors from the DIW argue that a wage policy favourable to economic growth, employment and convergence has to be guided by the inflation target set by the European Central Bank (ECB) and by the long-term increase of productivity in individual countries. A precondition for this kind of wage policy is coordination between the main actors of EU economic policy (ECB, EcoFin, social partners).

Political Stability and Neo-Corporatism focuses on recent experiences in eight western European countries that share two characteristics. Firstly, they have either long-established patterns of neo-corporatism (Belgium, Switzerland, Austria and the Netherlands) or have recently undertaken experiments in this mode of policy-making (Ireland, France, Italy and Spain). Secondly, they all have pronounced societal cleavages which should make them prone to suffering from serious and persistent conflicts. The high degree of political, social and economic integration achieved by neo-corporatist and consociational arrangements, accounts for the stability of these countries. The book opens up new areas for comparative research using a theoretical framework which encompasses both economic and social patterns of conflict and change. The approach advanced by the contributors makes possible the comparative analysis of diverse and complex political systems, whilst avoiding overgeneralized and abstract explanations.

Book excerpt: A large part of the legal debate about European social integration has been focussed on social dialogue, and in particular on the role of European collective agreements, as formerly regulated by the Maastricht Agreement on Social Policy, but now incorporated into the Amsterdam Treaty. In this volume, an attempt is made to conceptualise the function of European collective bargaining, based on an analysis of the Treaty provisions specifically dealing collective bargaining, but going beyond the Treaty in several respects. Taking an inter-disciplinary approach, the book seeks to broaden the analysis of European collective bargaining, placing it within the broader institutional context of the phenomenon usually referred to as "EC regulatory deficit". Against this background the author gives proper recognition to the different factors - legal, theoretical, institutional, political and industrial-relations oriented - which converge in the field of European collective bargaining. The author concludes that in the overall context of a general redefinition of Community regulatory strategies, European collective bargaining should be viewed not as evidence of an incomplete supranational legal pluralism but rather as a construction of Community law.

In others such a role is seen as an unacceptable interference with either the free market or the prerogatives of the state, or both. How can we explain these differences? How enduring are they? Do they matter? In the 1970s there seemed to be a growing popularity for the first approach, leading to the explosion of interest in neo-corporatism; did all that evaporate during the ostensibly neo-liberal 1980s? Colin Crouch tries to answer these questions with reference to fifteen western European nations. Using a combination of rational choice theory and historical analysis he traces the development of industrial relations systems in these countries from the 1870s to the present. He ends by seeking explanations for differences further back in time, showing that longer-term historical explanations of contemporary institutions are more necessary than most exercises in policy analysis prefer to accept. -
