Book Systems of Housing Supply and Housing Production in Europe

Download or read book Systems of Housing Supply and Housing Production in Europe written by Andrew Golland and published by Routledge. This book was released on 2019-01-04 with total page 215 pages. Available in PDF, EPUB and Kindle. Book excerpt: First published in 1998, this volume is a comparison of three European states: the United Kingdom, the Netherlands and Germany. The book investigates the effect of different policy stances on the volume and tenure of new housing production. Examining a number of contemporary theories, the methodology considers the role of markets, political systems and cultural factors in explaining why housing production outcomes differ. Comparative housing studies can be criticized for a number of reasons. Sometimes the theoretical framework lacks raison d’être; other times the approach comprises a purely descriptive ‘country-by-country’ overview. This study differs in the emphasis given to methodological problems ad in the approach to comparing systems, which is on an issue-by-issue basis. The conclusions show that systems of supply in which governments intervene significantly, often regulate production more successfully than those in which production is mainly market driven. The findings will be of interest to practitioners, researchers and post-graduate students of European housing.

Book Social Housing in Europe

Download or read book Social Housing in Europe written by Kathleen Scanlon and published by John Wiley & Sons. This book was released on 2014-04-21 with total page 494 pages. Available in PDF, EPUB and Kindle. Book excerpt: All countries aim to improve housing conditions for their citizens but many have been forced by the financial crisis to reduce government expenditure. Social housing is at the crux of this tension. Policy-makers, practitioners and academics want to know how other systems work and are looking for something written in clear English, where there is a depth of understanding of the literature in other languages and direct contributions from country experts across the continent. Social Housing in Europe combines a comparative overview of European social housing written by scholars with in-depth chapters written by international housing experts. The countries covered include Austria, Denmark, England, France, Germany, Hungary, Ireland, The Netherlands and Sweden, with a further chapter devoted to CEE countries other than Hungary. The book provides an up-to-date international comparison of social housing policy and practice. It offers an analysis of how the social housing system currently works in each country, supported by relevant statistics. It identifies European trends in the sector, and opportunities for innovation and improvement. These country-specific chapters are accompanied by topical thematic chapters dealing with subjects such as the role of social housing in urban regeneration, the privatisation of social housing, financing models, and the impact of European Union state aid regulations on the definitions and financing of social housing.

Book Economic Evaluation of Housing Subsidy Systems

Download or read book Economic Evaluation of Housing Subsidy Systems written by David Le Blanc and published by World Bank Publications. This book was released on 2005 with total page 57 pages. Available in PDF, EPUB and Kindle. Book excerpt: The author applies the methodology to the system prevailing in Morocco in 1995 and 2004. The analysis shows that the most visible subsidies might not have been the most inefficient, nor the most resource consuming for the state. Examination of policy changes since 1995 shows that while the most visible subsidies received nearly all the government's attention, large invisible subsidies remain at the heart of Morocco's housing policy. The framework used here is very general and can be used to compare the Moroccan system with those of similar countries"--Abstract.

Book Housing Vouchers

Download or read book Housing Vouchers written by E. Jay Howenstine and published by Taylor & Francis. This book was released on 2017-09-04 with total page 211 pages. Available in PDF, EPUB and Kindle. Book excerpt: Outside the United States, the idea of a consumer housing subsidy is a highly developed concept. Housing allowances, shelter allowances, rent allowances - or rent rebates as they are called - have been paid out on a larger scale for longer periods of time on an entitlement basis, with a much greater variety of rationales than in the United States. As the United States moves ahead with its demonstration program, it is timely to examine and evaluate foreign experiences with the consumer housing approach.E. Jay Howenstine addresses common questions that have puzzled many policymakers: How do consumer housing subsidies work? For tenants? Homeowners? Builders? And government officials? Gathered here is the definitive experience of the countries that have employed them. From Australia to the United Kingdom, here is the reality gleaned from a dozen countries and brought to bear on the United States. Both the virtues and the limitations of the approach are presented in detail for everyone interested in housing. This study is divided into three major parts. First, Howenstine reviews the historical background and analyzes housing allowance strategies that foreign governments have adopted. A second part examines in detail the major principles and elements with which governments have fashioned their systems. The third part examines the impact of housing allowance systems and weighs them in the light of the original objectives. Conclusions are also drawn about foreign experiences: Should financial assistance to low-income families be in the form of consumer housing subsidies or producer housing subsidies, or some synthesis of the two systems? Should the housing allowance be maintained as a separate housing policy, or should it be integrated into a general income maintenance policy? This book addresses an increasingly prominent portion of the housing market.
