Available in PDF, EPUB and Kindle. Book excerpt: The European guidelines for validation of non-formal and informal learning seek to clarify the conditions for developing and implementing validation. The guidelines are written for everybody involved in initiating, developing and implementing validation and are meant as a source of inspiration and reflection. The development and implementation of validation relies on several interconnected elements that, when combined, can strengthen the role of validation at national and European levels. The guidelines put the individual at the heart of the process, responding to needs and objectives. They provide insights into validation provision and methodologies and how the process can be coordinated and carried out. This third update of the European guidelines follows and expands the principles agreed in the 2012 Council Recommendation on validation, and considers the evaluation of the Recommendation and follow-up. The guidelines are the result of consultation with stakeholders and validation experts during the last 3 years.

Book excerpt: This report represents the first effort to establish a European inventory of approaches to validating non formal and informal learning. Validation policies, practices and methods are core issues in any strategy aimed at lifelong and life-wide learning. These policies are examined in detail for 14 Member States of the EU; more limited information is presented for eight new Member States and two candidate countries. The report defines basic concepts; analyses similarities and differences between national strategies and points to some main trends in validation. The report addresses several issues influencing the quality and credibility of validation approaches: the definition of standards, the development of modularised and flexible pathways for learning and the involvement and commitment of stakeholders. Particular emphasis is given to assessment methods where five main categories are identified. The most recent European initiatives relevant to validation are discussed; in particular the common European principles for validation (2004), the Europass portfolio supporting transparency and transfer of qualifications and competences at national and European level (2005) and the first steps of the continuing work to develop and implement a European qualifications framework (2005). All these initiatives reflect developments at national level but aim at increased cooperation and coherency between countries.

In an increasing number of countries, it is at the top of the policy and research agenda ranking among the possible ways to redress the glaring lack of relevant academic and vocational qualifications and to promote the development of competences and certification procedures which recognise different types of learning, including formal, non-formal and informal learning. The aim of the book is therefore to present and share experience, expertise and lessons in such a way that enables its effective and immediate use across the full spectrum of country contexts, whether in the developing or developed world. It examines the importance of meeting institutional and political requirements that give genuine value to the recognition of non-formal and informal learning; it shows why recognition is important and clarifies its usefulness and the role it serves in education, working life and voluntary work; it emphasises the importance of the coordination, interests, motivations, trust and acceptance by all stakeholders. The volume is also premised on an understanding of a learning society, in which all social and cultural groups, irrespective of gender, race, social class, ethnicity, mental health difficulties are entitled to quality learning throughout their lives. Overall the thrust is to see the importance of recognising non-formal and informal learning as part of the larger movement for re-directing education and training for change. This change is one that builds on an equitable society and economy and on sustainable development principles and values such as respect for others, respect for difference and diversity, exploration and dialogue.

Book excerpt: The 2012 Council recommendation on validation of non-formal and informal learning encourages Member States to put in place national arrangements for such validation by 2018. These will enable individuals to increase the visibility and value of their knowledge, skills and competences acquired outside formal education and training: at work, at home or in voluntary activities. This synthesis report forms part of the 2016 update to the European inventory on validation of non-formal and informal learning. It is accompanied by 36 country reports and four thematic reports. The inventory provides a regularly updated overview of validation practices and arrangements in all Member States, EFTA countries and Turkey. The 2016 update is the sixth update (2004, 2005, 2008, 2010, 2014). Alongside the revised European guidelines on validation, the 2016 inventory serves as a tool to assist Member States in developing and implementing validation arrangements as well as identifying areas which need further attention in the coming years. This report summarises the current situation with regard to validation in all countries under study, and reports on progress towards the aims set out in the 2012 Council recommendation.

Im ersten Teil des Bandes werden die theoretischen Grundlagen vorgestellt, bevor die Autor:innen im zweiten Teil empirische Ergebnisse zu Untersuchungen in Polen, Dänemark, der Türkei und Deutschland präsentieren. Abschließend wurde ein Trainingsmodul entwickelt, das die Projektergebnisse für Lehrende in Europa aufbereitet.

The year 2018 acquires a special significance in this update, because the Council Recommendation on validation called on Member States to establish, by 2018, validation arrangements allowing individuals to identify, document, assess and certify their competences. Validation is a process that aims to make non-formal and informal learning visible socially, in the labour market and in the education and training system, based on the identification, documentation, assessment and certification of such learning. Validation has the potential to contribute to achieving the goals set by the Europe 2020 strategy, as it can contribute to the matching between skills supply and demand, supporting mobility across sectors and countries and fighting social exclusion.
