This publication contains the reports presented at the seminar organised under the Albanian Chairmanship of the Committee of Ministers of the Council of Europe on the occasion of the 1Oth anniversary of the code. It focuses in particular on the main problems of electoral law and administration, including the composition and functioning of electoral administration, as well as the representation of women and minorities. It also refers to the importance of the code for the other Council of Europe bodies, including the European Court of Human Rights, when ensuring the right to free elections

Its purpose is to improve the quality of domestic observation of electoral processes in the member states and to serve as a reference for domestic observers, primarily for core team members. At the same time, it may serve as a training tool for long-term and short-term observers and other electoral stakeholders who wish to familiarise themselves with international election standards (government officials, electoral administration, party representatives, judges, lawyers). The Council of Europe is convinced that this handbook will further promote the uniform application of Europe’s electoral heritage and of other international standards in its member states and beyond.

Book excerpt: An examination of the role of history and memory is vital in order to better understand why the grand design of a United Europe--with a common foreign policy and market yet enough diversity to allow for cultural and social differences--was overwhelmingly turned down by its citizens. The authors argue that this rejection of the European constitution was to a certain extent a challenge to the current historical grounding used for further integration and further demonstrates the lack of understanding by European bureaucrats of the historical complexity and divisiveness of Europe's past. A critical European history is therefore urgently needed to confront and re-imagine Europe, not as a harmonious continent but as the outcome of violent and bloody conflicts, both within Europe as well as with its Others. As the authors show, these dark shadows of Europe's past must be integrated, and the fact that memories of Europe are contested must be accepted if any new attempts at a United Europe are to be successful.
