The creation and flow of data has become a powerful governing tool in education. Comparison between pupils, costs, regions and states has grown ever more important. The visualization of this data, and its range of techniques, has changed over time, especially in its movement from an expert to a public act. Data began to be explained to a widening audience to shape its behaviours and its institutions. The use of data in education systems and the procedures by which the data are constructed has not been a major part of the study of education, nor of the histories of education systems. This volume of contributions, drawn from different times and spaces in education, will be a useful contribution to comparative historical studies.

The best way to equip children and youth for the future is to make their learning the center of all efforts to promote education. The 2018 WDR explores four main themes: First, education’s promise: education is a powerful instrument for eradicating poverty and promoting shared prosperity, but fulfilling its potential requires better policies—both within and outside the education system. Second, the need to shine a light on learning: despite gains in access to education, recent learning assessments reveal that many young people around the world, especially those who are poor or marginalized, are leaving school unequipped with even the foundational skills they need for life. At the same time, internationally comparable learning assessments show that skills in many middle-income countries lag far behind what those countries aspire to. And too often these shortcomings are hidden—so as a first step to tackling this learning crisis, it is essential to shine a light on it by assessing student learning better. Third, how to make schools work for all learners: research on areas such as brain science, pedagogical innovations, and school management has identified interventions that promote learning by ensuring that learners are prepared, teachers are both skilled and motivated, and other inputs support the teacher-learner relationship. Fourth, how to make systems work for learning: achieving learning throughout an education system requires more than just scaling up effective interventions. Countries must also overcome technical and political barriers by deploying salient metrics for mobilizing actors and tracking progress, building coalitions for learning, and taking an adaptive approach to reform.

In this volume, the authors take up the challenge of considering what a European ‘settlement’ might look like. In doing so, they take into account worldwide trends and the increasing evidence of convergence across educational systems. The outcomes of comparative analyses seem to suggest that strong education systems in terms of finance, governance and choice could be preferable. To a greater or lesser extent, therefore, all the systems of education currently in use in Europe face some common challenges. The way in which these challenges are addressed will determine the future of these systems. Key elements in the current debate that are considered in greater detail in this volume include changing views on (a) centre-local relations with signs of an increasing commitment to decentralisation as a guiding principle for developing school governance; (b) school autonomy which is now increasingly regarded as the engine-room for school improvement, especially in relation to sustaining it; and (c) the celebration of community and school choice as a means of securing higher levels of parental involvement. It is not a matter of "forecasting," for that would imply that the modes of educating people in the next thirty years are predeter mined and subject to the operation of factors that must be respected like the laws of an inevitable evolution. We should be trying to unveil what is to come. Nor is the enterprise a project based on the options considered to be most desirable, which would imply that man has an entirely free will and is capable of dominating anything that might oppose that will. We should then be trying to "dictate" what we want to exist in the year 2000. It would be the act of a demiurge. The project is in fact a long-term prospective effort, which must take into consideration· - major constraints and unyielding tendencies, scarcely susceptible of significant change; - data and factors that can be more or less freely manipulated but not ignored or eradicated; - priorities dictated by the limitations of time and means; - the authors' freedom of action, subject to the above limitations, and in any event to the following one: they must not conflict with European aspirations, even the latent ones; they must not outrage mental atti tudes that can only be modified by persuasion
