Book excerpt: This report summarises the findings of the European Education and Training Expert Panel and the discussions at the 2019 Forum on the Future of Learning. The Expert Panel – composed of 18 international experts – was convened by the European Commission (Directorate-General for Education, Youth, Sport and Culture) in order to make a strategic contribution to the Commission’s work on preparing a successor to the current strategic framework for European cooperation in education and training (ET 2020). The Panel was asked to focus on six thematic blocks: demographic challenges, inclusion and citizenship, technological change and the future of work, digitalisation of society, environmental challenges, investment, reforms and governance. These themes were selected by the Commission from a pool of analyses of long-term strategic trends. For each block, the Expert Panel was invited to address the following scoping questions: What are the major societal developments that will have an impact on how education and training are delivered in Europe in the medium- to long-term? How can EU cooperation best respond to these challenges? ; What should the strategic objectives of European cooperation in education and training be for the next decade? Which should be the priority areas and themes? The Expert Panel carried out its work between October 2018 and January 2019. The results of its exchanges are presented in six issue papers, each examining one of the themes. These issue papers – an advanced draft of which formed the basis for the discussions at the Forum – are included as an annex to this report.

The European space of education, a new policy space, has been slowly coaxed into existence; governed softly and by persuasion; developed by experts and agents; and de-politicized by the use of standards and data. It has increasing momentum. It is becoming a single, commensurable space on a rising tide of indicators and benchmarks. The construction of policy spaces by the European Union makes Europe governable: policy spaces have to be mobilized by networks of actors and constructed by comparative data. They are the result of transnational flows of people, ideas and practices across European borders; the direct effects of European Union policy; and, finally, the Europeanizing effect of international institutions and globalization. The European space of education and research has become a new place of work through interconnected institutions, networks and companies, and it is being constructed through the flow of policy ideas, knowledge and practices from place to place, sector to sector, organization to organization, and across borders. Book excerpt: The Steering Committee for the Plan Europe 2000, Project 1: Education, invited the working group to analyse the problems of technical and vocational education projected over the next 30 years, both at se condary school and at university level. This report summarises the findings of approximately two years' research and discussion by the group, coordinated by the undersigned. It is in fact a combined report, although one chapter - the eighth is devoted specifically to university problems. This we consider to be amply justified by the nature of the subjects discussed: it is difficult to make a clear-cut distinction between solutions on the secondary level and solutions on the post-secondary level, especially when they are projected into the future. The group organised its work as follows: it consulted the literature to the extent possible and sought replies to a comprehensive analytical questionnaire from a wide sample of experts in different countries (the composition of the sample is described in the opening section of Appendix A); it arranged many meetings with qualified persons for discussions, as well as visits by individuals or small groups to training institutions in several European countries to meet experts in this field and it took part in national and international congresses and conferen ces on technical and/or vocational training and associated problems.

The IEA International Civic and Citizenship Education Study (ICCS), first conducted in 2009, was followed by a second cycle in 2016. The project was linked to the earlier IEA Civic Education Study (CIVED 1999, 2000). IEA’s ICCS remains the only large-scale international study dedicated to formal and informal civic and citizenship education in school. It continues to make substantial contributions to understanding the nature of the acquired civic knowledge, attitudes, and participatory skills. It also discusses in-depth how a wide range of countries prepare their young people for citizenship in changing political, social, and economic circumstances. The next cycle of ICCS is planned for 2022. In this book, more than 20 national representatives and international scholars from Europe, Latin America, Asia, and North America assess how the processes and findings of the 2009 and 2016 cycles of ICCS and CIVED 1999/2000 have been used to improve nations’ understanding of their students’ civic knowledge, beliefs, attitudes, current civic-related behaviors, and intentions for future participation in a comparative context.
